Análise das desigualdades socioespaciais no município de Nilópolis (RJ) a partir da atuação do Estado

Resumo: | In 2015, according to the United Nations (UN) for the first time in human history the total population living in cities exceeded the number of residents of the rural area. The imposition of an urban standard for the world's population appears to be so substantial that some authors began to work the idea of global urbanization. This change points to considerable socioeconomic implications beyond the simple geographic distribution of the population because it is in line with the expansion of the capitalist mode of production, so while they are tributaries of the expansion of this system over the places, these changes are a sine qua non for a more effective play. Indeed, the capitalist city is born under the sign of exchange value rather than their social use, because the grounded urbanization movement mainly from the demands and capitalism dictates resulted in the creation of cities where social contradictions It does not appear as the residual of the process, but is imposed as the fundamental logic of the system itself, especially for the case of Latin American cities. In this scenario, between the multiple roles fitted to the State, it is to mitigate the most harmful social effects of capitalist urbanization. In this way, the present work discusses one of the existing materiality of the city turned model for its exchange value, the socio-spatial inequalities, seen as spatial area the city of Nilópolis (RJ) and the role played by the government to this process. To achieve this goal, we consider the average income of households nilopolitanos according to Census data from 2010. From these indicators, distribute such income by nilopolitano space considering its division into census tracts. The space results showed that even without presenting relevant disparities in income among its population, Nilópolis municipality is clearly marked by socio-spatial inequalities in such a way that people with lower incomes are concentrated in the outskirts while higher-income residents near central area and insuflem of the amenities that space. In this context, the state, which has the premise to regulate urban space, exacerbates the socio-spatial inequalities by acting ineffectively in regard to search a town more socially inclusive and when intentionally provides separate policies for neighborhoods like the rendering of public services |

A imposição de um padrão urbano para a população mundial mostra-se tão substancial que alguns autores passaram a trabalhar a ideia da urbanização global. Essa alteração aponta para implicações socioeconômicas consideráveis para além da simples distribuição geográfica das populações a qual coaduna com a expansão do modelo capitalista de produção, assim, ao mesmo tempo em que são tributárias da expansão desse sistema sobre os lugares, essas alterações são condição sine qua non para sua reprodução mais eficaz. Com efeito, a cidade capitalista nasce sob o signo do valor de troca em detrimento de seu uso social, pois o movimento de urbanização alicerçado, sobretudo, a partir das demandas e ditames do capitalismo teve como resultado a criação de cidades nas quais as contradições sociais não aparecem como o residual do processo, mas se impõe como a lógica fundamental do sistema em si, especialmente para o caso das cidades latino- americanas. Neste cenário, entre os múltiplos papeis desempenhados pelo Estado, está o de mitigar os efeitos sociais mais nocivos da urbanização capitalista. Desta maneira, o presente trabalho discute uma das materialidades existentes do modelo de cidade voltada para seu valor de troca, as desigualdades socioespaciais, contemplando, como recorte espacial o município de Nilópolis (RJ) e o papel desempenhado pelo poder público para esse processo. Para alcançar esse objetivo, este estudo considerou a renda média dos domicílios de acordo com os dados do Censo Demográfico de 2010 e distribuiu tais rendimentos pelo espaço nilopolitano a partir de sua divisão em setores censitários. O resultado espacial mostrou que, mesmo sem apresentar relevantes disparidades de renda entre sua população, o município é nitidamente marcado por desigualdades socioespaciais de tal modo que as populações de menor renda se concentram nas periferias ao passo que as de renda mais elevada residem próximo a área central e usufruem das amenidades desse espaço.
