Resumo: The changes in society's way of life led to an increasing demand for natural resources, the impacts on the environment and the quality of life in cities. The Environmental Management Systems and other methods were developed as a response for these problems in organizations. The activities of the Brazilian public sector in general does not commonly use such tools, as was demonstrated in this study. The objective of this research was to propose a socio-environmental management plan aimed at a federal autarchy located in Rio de Janeiro. The methodological approach used is qualitative and descriptive, applied in a case study. A research was made in specialized literature for a method that was suitable for socio-environmental diagnosis of the institution, and found the "Environmental Management Accounting System (SICOGEA)-Generation 2", developed at the Federal University of Santa Catarina. Data collection was carried out through questionnaires applied to the managers of the institution and by on-the-spot observations. After application and checklist analysis proposed by SICOGEA, it was found that the environmental sustainability index was 43.19%, which is considered "regular" by this method. The Environmental Agenda in Public Administration, proposed by the Ministry of Environment, was used as a tool to assist in verification of practices of the institution. After applying the A3P checklist there was a adherence of 25.78%, indicating a "weak" performance in the practices of the institution. The results showed a deficiency in environmental management by the autarchy studied and, for the improvement of the social and environmental sustainability, it was proposed a plan of action. To improve the SICOGEA method it was suggested incorporating a checklist based on the A3P, giving rise to the "Model of Socio-Environmental Diagnosis of the Public Sector" (DISASP) developed by this author. It is concluded that investments in social and environmental sustainability of public institutions should also be associated with increased transparency of information and actions carried out by them in support of environmental preservation, resulting in the improvement of its image and legitimacy before the Brazilian society. For future research, the application of DISASP model at different times is indicated in order to trace an evolution of sustainability practiced by the local authority. It is expected that this method contributes to environmental management in other public agencies in order to improve it.

Como resposta a esses problemas, foram desenvolvidos métodos a exemplo dos Sistemas de Gestão Ambiental voltados para organizações. Em geral, nas atividades do setor público brasileiro não é comum o uso de tais ferramentas, conforme ficou comprovado neste estudo. O objetivo desta pesquisa foi o propor um plano de gestão socioambiental voltado a uma autarquia federal situada no Rio de Janeiro. A abordagem metodológica utilizada é qualitativa e descritiva, aplicada em um estudo de caso. Buscou-se na literatura especializada um método que fosse adequado para realizar o diagnóstico socioambiental da instituição e foi selecionado o Sistema Contábil Gerencial Ambiental (SICOGEA) - Geração 2 , desenvolvido na Universidade Federal de Santa Catarina. A coleta de dados foi feita por meio de questionários aplicados aos gestores da instituição e por meio de observações in loco. Após a aplicação e análise da lista de verificação proposta pelo SICOGEA, constatou-se que o índice de sustentabilidade ambiental foi de 43,19%, o que é considerado regular pelo método. A Agenda Ambiental da Administração Pública (A3P), proposta pelo Ministério do Meio Ambiente, foi utilizada como ferramenta auxiliar na verificação das práticas da instituição. Após a aplicação da lista de verificação da A3P evidenciou-se uma aderência de 25,78%, indicando uma performance fraca nas práticas da instituição. Os resultados demonstraram uma deficiência na gestão ambiental pela autarquia estudada e, para a melhoria da sua sustentabilidade socioambiental, foi proposto um plano de ação. Para o aperfeiçoamento do método SICOGEA foi sugerida a incorporação de uma lista de verificação baseada na A3P, dando origem ao Modelo de Diagnóstico Socioambiental do Setor Público (DISASP) desenvolvido por este autor. Após análise do trabalho por meio da Teoria da Legitimidade, conclui-se que os investimentos em sustentabilidade socioambiental pelas instituições públicas deveriam também estar associados a uma maior transparência das informações e ações por elas realizadas em prol da preservação ambiental, propiciando a melhoria da sua imagem e de sua legitimidade perante a sociedade brasileira. Para futuras pesquisas, indica-se a aplicação do modelo DISASP em diferentes momentos, a fim de traçar uma evolução da sustentabilidade praticada pela autarquia.
