Climate change and adaptive capacity in the context of the city of Natal/RN, Brazil

Resumo: Climate change is a global phenomenon, but with mainly local effects. Understanding what local governments have been doing to realize their capacity to adapt to such effects is an important step in building less vulnerable and more sustainable cities. In this sense, this paper aims to investigate the capacity for climate adaptation in the city of Natal, identifying and analyzing the opportunities and barriers faced by municipal management to adapt to climate change. For this, the methodological procedures of this work follow the guidelines of a research with qualitative approach, making use of instruments that include bibliographic research, documentary research, observing meetings, conducting semi-structured interviews and analyzing content. In analyzing and discussing the results, it is observed that the insertion of mechanisms of climatic adaptation is still far from being configured in a strategic agenda that will lead the city to a sustainable future. In summary, it is concluded that the city of Natal has presented a set of barriers and obstacles to effect its adaptive capacity to climate change.

Comprender lo que los gobiernos locales han estado haciendo para darse cuenta de su capacidad de adaptarse a tales efectos es un paso importante en la construcción de ciudades menos vulnerables y más sostenibles. En ese sentido, el propósito de esto artí­culo es investigar la capacidad de adaptación climática en la ciudad de Natal, identificando y analizando las oportunidades y barreras que enfrenta la gestión municipal para adaptarse al cambio climático. Por lo tanto, los procedimientos metodológicos de este trabajo siguen las pautas de una investigación con enfoque cualitativo, haciendo uso de instrumentos que incluyen encuesta bibliográfica, investigación documental, observación de reuniones, realización de entrevistas semiestructuradas y análisis de contenido. En las análisis y discusión de los resultados, se observa que la inserción de mecanismos de adaptación climática aún está lejos de configurarse en una agenda estratégica que conducirá a la ciudad hacia un futuro sostenible. En resumen, se concluye que la ciudad de Natal ha presentado un conjunto de barreras y obstáculos para afectar su capacidad de adaptación al cambio climático.As mudanças climáticas configuram-se em um fenômeno global, mas com efeitos, sobretudo, locais. Então, compreender o que os governos locais têm feito para efetivar suas capacidades de adaptação a tais efeitos é um importante passo na construção de cidades menos vulneráveis e mais sustentáveis. Nesse sentido, o objetivo deste artigo é investigar a capacidade de adaptação climática na cidade do Natal, identificando e analisando as oportunidades e barreiras enfrentadas pela gestão municipal para se adaptar í s mudanças climáticas. Para isso, os procedimentos metodológicos deste trabalho seguem as orientações de uma pesquisa com abordagem de natureza qualitativa, fazendo uso de instrumentos que incluem levantamento bibliográfico, pesquisa documental, observação de reuniões, realização de entrevistas semiestruturadas e análise de conteúdo. Na análise e discussão dos resultados, observa-se que a inserção de mecanismos de adaptação climática ainda está longe de se configurar em uma agenda estratégica que leve a cidade para um futuro sustentável.
