Saneamento básico e saúde pública em bacias hidrográficas urbanas: estudo de caso do Riacho Reginaldo – Maceió – AL

Summary: Urban watersheds currently have a very complex reality regarding, provision of sanitation, quality of life and health of the population that occupies services. Due to pollution of city rivers, the health of the population that occupies their margins or nearby areas in the basin, generally is compromised. This study analyzed the major diseases related to remediation of Reginaldo Creek basin, since the basin covers about 30% of the population and 18 neighborhoods in the city of Maceió - AL, and the creek is visibly polluted, besides having-been found in previous research immense complexity of problems that are interrelated in that basin as flooding, poor water quality of the creek and disability in basic sanitation, especially in neighborhoods that have been recently occupied, without proper planning or neighborhoods with intense demand for services without a satisfactory offer. This research also sought to examine the relationship of diseases related to sanitation with Index Environmental Health (ISA), created by Range (2013), in addition to observing the time series of diseases, most affected neighborhoods and relationship of each disease with each four indicators calculated in the previous survey (IAB, IES, ICR and IDU). One of the difficulties encountered in this research was the dissonance between data offered by different institutions, with respect to the coverage area of each piece of information (the availability of health data by district rather than by census tract). The survey revealed that the number of injuries reported in the Municipal Health Secretary of Maceió, is not correlated to the ISA of each neighborhood, suggesting therefore that for the ISA to reveal more accurately the environmental health of neighborhoods, other secondary and tertiary indicators should be included, in addition to more specific and listed on the population data. The mapping carried out in this research may support the organs responsible for the health and sanitation of the analyzed neighborhoods, promote interventions in order to reduce the number of occurrences and improve sanitation conditions of the hardest hit neighborhoods, treating the problem in focus by prevention.

A carência de serviços de saneamento resulta na poluição dos rios citadinos e no comprometimento da saúde da população. A bacia urbana do riacho do Reginaldo está inserida neste cenário. Pesquisas tem mostrado uma complexidade imensa de problemas, que se interrelacionam nessa bacia, como alagamentos, péssima qualidade das águas do riacho e deficiência nos serviços básicos de saneamento. Este trabalho buscou caracterizar os serviços de saneamento ofertados na bacia, levantar a ocorrência e incidência de doenças ocorridas relacionadas ao saneamento e verificar a sua relação com os indicadores de saneamento e o Índice de Salubridade Ambiental (ISA), realizado por Gama (2013). Para tanto foram levantados dados primários e secundários junto aos órgãos públicos pertinentes e realizados mapeamentos por geoprocessamento. Uma das dificuldades encontradas nesta pesquisa foi a dissonância entre dados ofertados por diferentes instituições, no que tange a área de abrangência de cada informação (umas por bairro e outras por setor censitário). A pesquisa revelou que o maior número de diagnoses recaem principalmente à dengue, hepatites e leptospirose, com incidência majoritária da dengue sobre as demais, estando a dengue mais relacionada com vetores que se desenvolvem na água acumulada indevidamente. A incidência de doenças não se correlacionou positivamente com o ISA de cada bairro, sugerindo que no cálculo deste deve ser acrescentados outros indicadores secundários e terciários.
