Resumo: Novos arranjos para agregação de geração distribuída e demanda são necessários para aumentar a flexibilidade e resiliência da rede e os marcos legais estão sendo reformados para permitir uma ampla participação cívica nos mercados de energia. Este trabalho analisa a reforma com foco no Pacote Europeu de Energia Limpa e na legislação italiana, no que diz respeito ao tema das comunidades energéticas e utiliza o projeto GECO, como estudo de caso. O método aplicado é qualitativo, descritivo e exploratório. Os resultados apontam para a importância de regular os dois conceitos de comunidades energéticas em uma única lei nacional e revelam um papel fundamental da informação e dos órgãos técnicos especializados no sucesso de um empreendimento energético comunitário. São apresentadas sugestões para a lei nacional italiana sobre comunidades de energia, como a possibilidade de integrar sistemas de geração existentes, maior consideração ao armazenamento e obrigação de feedback personalizado aos usuários sobre economia de energia, promovendo mudanças comportamentais e retrofits de edifícios.

This work analyses the reform with focus on the European Clean Energy Package and the Italian legislation, regarding the theme of energy communities and use the GECO project, as case study. The method applied is qualitative, descriptive and exploratory. The findings point out to the importance of regulate both concepts of energy communities in a single national law and reveal a fundamental role for information and specialized technical bodies in the success of a community energy endeavour.
