A history of controversies: the implementation of the Aeromóvel in Porto Alegre/RS

In this article, we describe the controversies that involved the implementation of the Aeromóvel in the city of Porto Alegre, Rio Grande do Sul, during the period that extended from the end of the 1970s to the year 2013. In particular, we identified the actors that participated in the construction and implementation of the Aeromóvel, we mapped their positions and the speeches they formulated. To this end, we conducted eleven narrative interviews with businessmen, engineers and politicians, as well as analysis of documents such as journalistic articles, technical reports, minutes of public hearings and catalogs for the dissemination of technology. The results show that the process of implementing the Aeromóvel did not follow a linear path, but was permeated by debates and back and forth, regarding the greater support or criticism it received from different social actors such as business, political, technical groups and the media.
