Environmental governance for the protection of the Amazon and Cerrado biomes: What has Brazil done? o que o Brasil tem feito?

Resumo: Brazil presented in 2009 and 2015, within the scope of the Conference of the Parties to the United Nations Framework Convention on Climate Change and its Nationally Determined Contribution to the Paris Agreement, a set of goals aimed at reducing greenhouse gases for the years 2020, 2025 and 2030, including forest restoration and reforestation. These goals are supported by the implementation of public policies and technical measures for different sectors of the economy. This study seeks to identify which technical or management measures are being promoted to prevent and control deforestation in the Amazon and Cerrado biomes, in order to mitigate greenhouse gas emissions. For this, data with information on land and forest use change were removed and prepared from data from SEEG Brasil, TerraBasilis and INPE. The results indicate that the commitment assumed in 2009 to develop with sustainability, without degrading nature, the fulfillment of the Brazilian goals under the Paris Agreement in 2015, depends fundamentally on the Land Use Change and Forestry sector, whether by combating illegal deforestation or the implementation of reforestation activities. The results also indicate that in the last three years deforestation reached 56 thousand square kilometers of native vegetation in the Amazon and Cerrado.

Essas metas estão apoiadas na implantação de políticas públicas e medidas técnicas para diferentes setores da economia. Este estudo busca identificar quais medidas técnicas ou de gestão estão sendo promovidas para prevenção e controle do desmatamento dos biomas Amazônia e Cerrado, a fim de mitigar as emissões de gases de efeito estufa. Para isso, dados com informações da mudança do uso da terra e floresta foram retirados e elaborados a partir de dados do SEEG Brasil, TerraBasilis e INPE. Os resultados indicam que o compromisso assumido em 2009 de se desenvolver com sustentabilidade, sem degradar a natureza e o cumprimento das metas brasileiras no âmbito do Acordo de Paris em 2015, depende fundamentalmente do setor de Mudança e Usos da Terra e Florestas seja pelo combate ao desmatamento ilegal ou pela implementação de atividade de reflorestamento. Os resultados ainda indicam que nos últimos três anos o desmatamento atingiu 56 mil quilômetros quadrados de vegetação nativa na Amazônia e no Cerrado.
