Resumo: The new Communication and Information Technologies were fundamental to the changes that occurred in Society in the last decades in the twentieth century and particularly to the telecommunications sector. In Brazil, this process has increased since 1990. In a short time this sector has had revolutionary changes, because of the political interest to include the country in the worldwide intense stream of capitals, information and goods. In the Education Field, there was also an important repercussion. Particularly in the professional formation in the Telecommunications Area, emerged the necessity of a different profile for this professional, that should have scientific and technological knowledge, to be able to deal with these new technologies. The CEFET Campos, in its pedagogical project has decided by the establishment, in 1996, of the Technical Course in Telecommunications. The new Education Law (9394), published on December, 20th 1996, and the other laws referring to the technical professional formation, have produced significative changes for Education in general and for technical courses in special. This period of legislation changes and the course design presented by CEFET Campos, if the new legislation for technical courses was accepted or not in the school quotidian, the relation of this formation with the marketplace observed through the egress study point of view, are our main study focus. So, we have analyzed the political moment produced by the insertion of the new communication technologies, the proposal of Education built up by Society, with an expressive collaboration of Brazilian Educators, that was based on Gramsci conception, the political discussion based on neoliberal ideary and how CEFET Campos has worked in the construction of the telecommunication course design.

No Brasil, este processo se intensificou a partir de 1990. Num curto espaço de tempo, este setor sofreu revolucionárias alterações, dado o interesse político no sentido de incluir o país no mundo de intenso fluxo de capitais informações e mercadorias. No campo da educação, vivenciamos marcantes reflexos. Particularmente na formação profissional para a área de telecomunicações, emergiu a necessidade de um profissional com perfil diferenciado, com conhecimentos científicos e tecnológicos que permitissem a ele atuar com essas novas tecnologias. O Centro Federal de Educação Tecnológica CEFET Campos, em seu projeto pedagógico decidira pela implantação, em 1996, do Curso Técnico de Telecomunicações. A promulgação da Nova Lei de Diretrizes e Bases, nº 9394, de 20 de dezembro de 1996, e a posterior legislação referente à formação profissional de nível técnico definiram alterações significativas para a educação em geral e para os cursos técnicos. Este período de mudanças da legislação e a proposta do curso apresentada pela instituição, bem como as diretrizes para o ensino técnico foram recebidas de forma diferenciada no âmbito da escola, dadas as suas características e implicações. A sintonia desta formação com o mercado de trabalho, vista sob a ótica dos egressos do curso se constitui no principal foco do estudo.
