Environmental education (EE) has been an increasingly recurring theme in several discussion forums. Meanwhile , put the EA in schools in order to promote changes towards a more balanced relationship between man and nature , is still a major challenge to be faced . Data from the 2004 School Census realize that 94 % of elementary schools in Brazil say they develop EA. In this context this research diagnosed how environmental education occurs and is practiced in schools of public schools in the municipality of Goytacazes - RJ , and from this survey , a proposal of an Environmental Management System (EMS ) was presented , based on the standard ISO 14001 and the PDCA cycle to be implemented in schools . This research is classified as the qualitative and quantitative descriptive applied and developed through literature search, document, field and case study. We used a non- probabilistic sample of 06 schools in the state education system, where the data were obtained through interviews and semi -structured questionnaires to school principals and teachers, respectively, and observations in schools. The data collected showed that environmental education is in the context of the schools surveyed , where there was a huge gap in what refers to the practice of Environmental Management , which reveals that there is an excellent opportunity to develop and implement Environmental Management Systems in units teaching , which is the central object of research.
