TECHNOLOGICAL AND FORMATIVE CONJECTURES IN PUBLIC EDUCATIONAL POLICIES

Resumo: The appeal of public policies to expand technology-mediated education in Basic Education and Higher Education is increasing.The purpose is to problematize conceptions, discourses and meanings of technology and technological formation expressed in current legislation. The content analysis of the textuality of the documents supported by the webQDA software indicates parallelism in the emphasis on skills and technical training directed by the administrative nature of public management centered on the distribution of equipment and expansion of Internet access. Thus, these naive conjectures deform and stifle teaching performance in the face of the potential for scientific-technological innovation with a critical and emancipatory character for well-being and social benefit. El propósito es problematizar concepciones, discursos y significados de la tecnología y la formación tecnológica expresados en la legislación vigente. El análisis de contenido de la textualidad de los documentos soportados por el software webQDA indica un paralelismo en el énfasis en las competencias y la formación técnica dirigida por el carácter administrativo de la gestión pública centrada en la distribución de equipamientos y ampliación del acceso a Internet. Así, estas conjeturas ingenuas deforman y asfixian el desempeño docente frente al potencial de innovación científico-tecnológica con una perspectiva crítica y emancipadora para el bienestar y beneficio social.
