Gestão democrática da Educação: análise da sua materialidade nos sistemas municipais de educação da mesorregião sul do Maranhão

Resumo: | Nationwide debates have been focusing on the importance of democratization of education. Although the legislation in force carries out the necessary changes, the implementation of debates and the guidelines proposed do not go through efficiently the educational systems yet. Because of that, this research is an analysis of the materiality of democratic school management in the Municipal Systems of Education in the Mesoregion of the South of the State of Maranhão, highlighting the relationships between the normative basis, the spaces and mechanisms related to democratic management represent democratization actions based on the Constitution of the Federal Republic of Brazil (1988), and on the Law Nr. 9.394/1996, as well as in accordance with the points of view of authors who work with educational and democratic, participative management policies such as Cury (2010); Dourado (2008); Bordignon (2009); Abrucio (2010); Araujo (2010), among others quoted within the theoretical reference of this research. There is a vision of autonomy and political, administrative, and financial participation in relation to the organization of educational systems especially in municipalities. The methodological procedures of the research utilized in the accomplishment of this thesis are based on qualitative and quantitative subsidies. It is a bibliographical, documentary research accomplished through the analyses of laws of Municipal Systems of Education, Municipal Councils of Education, and the Municipal Organic Laws which have instituted the Municipal Systems of Education within the Southern Mesoregion, focus of this study, and, a field research followed by questionnaire to the members of the Municipal Councils of Education in the cities of Carolina and Porto Franco, in the State of Maranhão. The study points out that two out of nineteen municipalities which compose the Southern Mesoregion of Maranhão – Carolina and Porto Franco – have instituted their Municipal Systems of Education with minimal spaces and mechanisms of participation of the society. Both municipalities researched have created their municipal councils of education, but they are closed. An analysis in relation to the legislation and local scenery shows up impasses to make the educational policy effective and that there is still a long way to go through in order to accomplish and make broader the beginning of the democratic management in the environment of the educational systems in these municipalities. |

Leis têm sido elaboradas como diretrizes para as mudanças necessárias, mas a implementação dos debates e das diretrizes propostas não penetraram, ainda, de forma eficaz e transformadora, os sistemas de educação. Em vista disso, o presente trabalho buscou analisar a materialidade da gestão democrática nos sistemas municipais de educação na Mesorregião do Sul Maranhense, destacando-se as inter-relações entre as bases normativas, os espaços e mecanismos referentes à gestão democrática consistem em ações de democratização, com base na Constituição Federal - CF/88, e na Lei de Diretrizes e Bases da Educação – LDB, Lei de nº 9394/96, bem como diante do olhar de alguns autores que abordam as políticas de educação e de gestão democrática e participativa a exemplo de Cury (2010); Dourado (2008); Bordignon (2009); Abrucio (2010); Araujo (2010), dentre outros autores citados no referencial teórico deste estudo, apresentam-se uma visão de autonomia e participação política, administrativa e financeira, no que diz respeito à organização de sistemas de educação em especial dos municípios. Os procedimentos metodológicos da pesquisa utilizada para realização deste trabalho basearam-se em aportes qualitativos e quantitativos. Realizaram-se uma pesquisa bibliográfica e uma pesquisa documental por meio da análise das leis dos Sistemas Municipais de Educação, Conselhos Municipais de Educação e Leis Orgânicas dos municípios que instituíram os Sistemas Municipais de Educação compreendidos na Mesorregião Sul, âmbito deste estudo, e, também, uma pesquisa de campo com aplicação de questionários aos conselheiros dos CME dos municípios de Carolina e Porto Franco, no estado do Maranhão. O estudo aponta que dos dezenoves municípios que compõem a Mesorregião Sul do Maranhão, apenas dois (Carolina e Porto Franco) instituíram seus SMEs, com espaços e mecanismos mínimos de participação da sociedade. Ambos os municípios pesquisados, criaram seus conselhos municipais de educação, mas encontram-se inativos.
