Departamento de Educação, Instituto de Ciências Humanas e Sociais, Universidade Federal de Ouro Preto.A presente pesquisa se propôs a problematizar o ensino de história e cultura afro-brasileira e africana, bem como a educação das relações étnico-raciais na Rede Federal de Educação Profissional, Científica e Tecnológica, tendo como objetivo a realização de uma análise da institucionalização da Lei nº. 10.639/2003 nessas instituições. O processo investigativo foi desencadeado a partir do acesso a um ofício encaminhado pela Ouvidoria da Secretaria de Políticas de Promoção da Igualdade Racial da Presidência da República (SEPPIR/PR) a uma instituição da referida rede, o qual solicitava um relatório de implementação da Lei nº. 10.639/2003. Através de uma pesquisa de campo, realizou-se um levantamento de dados na SEPPIR/PR que possibilitou acessar e analisar 363 ofícios encaminhados a grande parte das instituições da Rede Federal de Educação Profissional, bem como as respostas à interpelação. Tais respostas constituíram-se de 24 documentos referentes a doze Institutos Federais e a uma escola vinculada à universidade. Essa documentação possibilitou a verificação da precariedade da implementação da Lei nº. 10.639/2003 na Rede Federal de Educação Profissional, de uma maneira geral. Além disso, verificou-se algumas instituições que se sobressaíram com ações positivas no sentido da implementação da lei. O segundo momento da pesquisa procurou considerar a rede como um todo. Dessa maneira, realizou-se um recorte de 41 instituições (os 38 Institutos Federais, os dois Cefets e a UTFPR) para o levantamento de dados, através da análise dos Planos de Desenvolvimento Institucionais (PDIs). Tal apreciação aconteceu a partir dos seis critérios criados com base no Plano Nacional das Diretrizes Curriculares Nacionais para a Educação das Relações Étnico-Raciais e para o Ensino de História e Cultura Afro-Brasileira e Africana: ações afirmativas; Núcleos de Estudos Afro-Brasileiros (NEABs); diálogos interinstitucionais; referencia-se na lei; formação; e publicação. Apesar da verificação de experiências positivas em algumas instituições, os resultados encontrados possibilitam sinalizar uma baixa institucionalização da Lei nº. 10.639/2003 na Rede Federal de Educação Profissional.This research aimed to discuss the teaching of history and culture African and african-Brazilian as well as the education of ethnic-racial relations in the Federal Professional Education Network, science and technology, aiming to carry out an analysis of the institutional rooting of Law nº. 10.639/2003 in these institutions. The investigative process was developed from the access to a letter sent by the Secretariat for the Promotion of Racial Equality of the Presidency (SEPPIR/PR) by the Ombudsman of this institution to an institution from the network, demanding an implementation report of Law nº. 10.639/2003. Through field research, there was a data collection in the SEPPIR/PR which allowed access and analysis of 363 letters sent to most of the institutions of the Federal Vocational Education Network, as well as the responses to the notice. Such responses consisted in 24 documents related to the twelve Federal Institutes and a school linked to the university. This documentation allowed the verification of the precarious implementation of Law nº. 10.639/2003 in the Federal Professional Education Network, in general. Moreover, there are some institutions that stood out with positive actions towards the implementation of the law. The second stage of the research sought to consider the network as a whole. Thus, there was a cut of 41 institutions (38 Federal Institutes, the two CEFETs and UTFPR) for data collection, through analysis of the Institutional Development Plans (IDPs). That assessment came from the six criteria set based on the National Curriculum Guidelines of the National Plan for the Education of Ethnic-Racial Relations and the Teaching of History and Afro-Brazilian and African: affirmative action; Afro-Brazilian Studies Nuclei (NEABs); inter-institutional dialogue; reference on the law; training; and publication.
