Summary: With the increase in Venezuelan immigration to Brazil, whose peak was in 2018, the brazilian government had to face a situation that demanded an immediate response in order to support those crossing the borders, as well to manage the situation along the state of Roraima, the main spot of entrancy caused by the northern border with Venezuela. That was how Operação Acholhida began, whose action plan contained National Interiorization Program. In this sense, the paper aims to investigate the particularities of the migratory process of venezuelan women, and in which way it has an impact on the reach of citizenship and the fulfillment of human rights, especially through the insertion in the labour world. Thus, it builds a geopolitical overview for understanding the roots of venezuelan migratory reasons that aims to give an overview of the roots of Venezuelan migratory motivations and the context in which Brazil found itself for the reception of these people. Analyzes national public policies directed at this population from 2018 and the form adopted for territorialization. Reflects on narratives of venezuelan women living in Paraíba and the construction of territoriality. The theoreticalmethodological way was based on the critical theory of knowledge in line with the approach of cultural geography in its humanistic perspective. It is an interdisciplinary research based on decolonial thinking, especially in Quijano (2005), Mignolo (2005; 2017) and Lugones (2014). The concepts of territory, deterritorialization, territoriality and borders were worked from Haesbaert (2004), Bonnemaison (2002) and Raffestin (1993); for the historical aspects of Brazil and Venezuela, Santos (2020), Souza (2016), Amenta (2010) and Maringoni (2009) were used; as for oral history, it was based mainly on Magalhães (2017); on migration and female mobility, Moreira (2019), Stolz (2014, 2017), Dulce (1999, 2007) and Silva (2017) were used; finally, the Operação Acolhida was studied from Pacific and Silva (2019). It is based on qualitative data and bibliographic-documentary research. In addition, it is anchored in fieldwork with semistructured interviews with three venezuelan women and with three representatives of organizations in the migratory sphere in the state of Paraíba. It was concluded that, despite being scarce, the national and international legislative apparatus recognizes violence against women in the migratory process as a violation of human rights. The resistance and courage shown in the narratives of Venezuelan women in field research are also a result of the violence they are subjected to, such as silencing, arduoness in accessing work, the restriction of working in certain areas and the document bureaucracy that needs to be dealt with, become an obstacle to the guarantee of other rights. Therefore, specific public policies for these women are necessary, in order to provide instruments for the achievement of their rights. In addition, the research pointed out the importance of the political-social study involving Venezuelan migration, so that the study does not become depoliticized and becomes stuck with aspects of violence, as a remedy. In Paraíba, the National Interiorization Program, has proven to be essential for the insertion of these people into Brazilian society.

Así comenzó la Operação Acolhida, cuyo plan de acción contenía el Programa Nacional de Interiorización. En este sentido, el trabajo tiene como objetivo investigar las particularidades del proceso migratorio de las mujeres venezolanas, su conexión con la violencia y la forma en que se produce el impacto en el alcance de la ciudadanía y el cumplimiento de los derechos humanos, especialmente a través de la inserción en el mundo do trabajo. Para ello, construye un camino geopolítico que apunta a dar un panorama de las raíces de las motivaciones migratorias venezolanas, así como el contexto en el que se encuentrava Brasil para la recepción de estas personas. Analiza las políticas públicas nacionales dirigidas a esta población, a partir de 2018, y la forma adoptada para la territorialización. Reflexiona sobre los relatos de las mujeres venezolanas radicadas en Paraíba y la construcción de la territorialidad. El recorrido teórico-metodológico se basó en la teoría crítica del conocimiento en línea con el enfoque de la geografía cultural en su perspectiva humanista. Es una investigación interdisciplinaria basada en el pensamiento decolonial, especialmente en Quijano (2005), Mignolo (2005; 2017) y Lugones (2014). Los conceptos de territorio, desterritorialización, territorialidade y fronteras fueron trabajados a partir de Haesbaert (2004), Bonnemaison (2002) y Raffestin (1993); para los aspectos históricos de Brasil y Venezuela se utilizaron Santos (2020), Souza (2016), Amenta (2010) y Maringoni (2009); en cuanto a la historia oral, se basó principalmente en Magalhães (2017); sobre migración y movilidad femenina se utilizaron Moreira (2019), Stolz (2014, 2017), Dulce (1999, 2007) y Silva (2017); finalmente, se estudió la Operação Acolhida de Pacífico y Silva (2019). Se basa en datos cualitativos e investigación bibliográfico-documental. Además, se ancla en la investigación de campo con entrevistas semiestructuradas con tres mujeres venezolanas y con tres representantes de organizaciones del ámbito migratório en el estado de Paraíba. Se concluyó que, a pesar de ser escaso, el aparato legislativo nacional e internacional reconoce la violencia contra las mujeres en el proceso migratorio como una violación de los derechos humanos. La resistencia y el coraje mostrados en las narrativas de las mujeres venezolanas en la investigación de campo son también resultado de la violencia a la que son sometidas, como el silenciamiento, la dificultad para acceder al trabajo, la restricción del trabajo a determinadas áreas y la burocracia documental que necessita ser tratado, convertirse en un obstáculo para la garantía de otros derechos. Por lo tanto, son necesarias políticas públicas específicas para estas mujeres, a fin de brindar instrumentos para la realización de sus derechos. Además, la investigación señaló la importancia del estudio político-social que involucra la migración venezolana, para que el estudio no se despolitice y se atasque con aspectos de violencia, como remedio. En Paraíba, el Programa Nacional de Interiorización, ha demostrado ser fundamental para la inserción de estas personas en la sociedad brasileña.NenhumaCom o aumento da imigração venezuelana no Brasil, cujo pico foi em 2018, o governo brasileiro estava diante de uma situação que exigia uma resposta imediata, a fim de dar suporte às pessoas que entravam, como também para dar apoio ao estado de Roraima, principal local de entrada devido a fronteira norte com a Venezuela. Assim se deu início à Operação Acolhida, cujo plano de ação continha o Programa Nacional de Interiorização. Nesse sentido, o trabalho tem por objetivo investigar as particularidades do processo migratório das mulheres venezuelanas, sua ligação com a violência e a forma em que se dá o impacto no alcance da cidadania e da efetivação dos direitos humanos, sobretudo, através da inserção no mundo do trabalho. Para isso, constrói um percurso geopolítico que visa dar um panorama das raízes das motivações migratórias venezuelanas, assim como do contexto em que o Brasil se encontrava para a recepção dessas pessoas. Analisa as políticas públicas nacionais direcionadas a essa população, a partir de 2018, e a forma adotada para a territorialização. Faz uma reflexão a partir de relatos de mulheres venezuelanas residentes na Paraíba e da construção de territorialidade. O caminho teórico-metodológico foi pautado na teoria crítica do conhecimento, em consonância com a abordagem da geografia cultural em sua perspectiva humanística. É uma pesquisa interdisciplinar, baseada no pensamento decolonial, sobretudo, em Quijano (2005), Mignolo (2005; 2017) e Lugones (2014). Trabalharam-se os conceitos de território, desterritorialização, territorialidade e fronteiras a partir de Haesbaert (2004), Bonnemaison (2002) e Raffestin (1993); para os aspectos históricos do Brasil e da Venezuela, recorreu-se a Santos (2020), Souza (2016), Amenta (2010) e Maringoni (2009); quanto à história oral, embasou-se principalmente em Magalhães (2017); sobre migração e mobilidade feminina, utilizaram-se Moreira (2019), Stolz (2014, 2017), Dulce (1999, 2007) e Silva (2017); por fim, a Operação Acolhida foi estudada a partir de Pacífico e Silva (2019). É amparada em dados qualitativos e em uma pesquisa bibliográfico-documental. Além disso, ancora-se em uma pesquisa de campo com a realização de entrevistas semiestruturadas com três mulheres venezuelanas e com três representantes de organizações do âmbito migratório no estado da Paraíba. Concluiu-se que, apesar de escasso, o aparato legislativo nacional e o internacional reconhecem como violação aos direitos humanos a violência contra as mulheres no processo migratório. A resistência e a coragem demonstradas nas narrativas das mulheres venezuelanas, na pesquisa de campo, são também resultados das violências a que são submetidas, como o silenciamento, a dificuldade no acesso ao trabalho, a restrição dos postos de trabalho ocupados e a burocracia documental, que se torna obstáculo para a garantia de outros direitos. Logo, as políticas públicas específicas para essas mulheres são necessárias, a fim de dar instrumentalidade para o alcance de seus direitos. A pesquisa apontou também a importância do estudo político-social que envolve a migração venezuelana, a fim de que o estudo não se despolitize e fique preso aos aspectos da violência, como remediador.
