O acesso de servidores públicos com deficiência na Universidade Federal da Paraíba e as barreiras atitudinais no ambiente de trabalho

Resumo: The research is about the inclusion of disabled servers at the Federal University of Paraíba. In order to approach the theme, it was based on the facts that generated segregation and prejudices that permeated the lives of people with disabilities and who, even today, are fighting for the realization of fundamental rights, which make up human dignity. Legislation dealing with the rights of persons with disabilities is set, but their effectiveness, under the aegis of political action and society itself, is also imbedded by barriers to accessibility, especially attitudinal barriers. Based on this premise, we tried to answer the following question: what are the attitudinal barriers perceived by public servants with disabilities in their work environment? And if they exist, what are they? In order to solve this question, the main objective of this research was to analyze the access of public servants with disabilities to the Federal University of Paraíba, Campus I, João Pessoa / PB, verifying the existence or not of accessibility dimensions, specifically, the attitudinal dimension or attitudinal accessibility barriers. Thus, in order to reach the proposed objectives, a qualitative research of the exploratory type was carried out, in which the procedures were the information gathering with the Person Management Agents (AGP) and semi-structured interview, applied to the disabled employees, located in the Centers and Supplementary Units of the UFPB, Campus I, João Pessoa, subjects directly involved with the theme of inclusion, in which their experiences, perceptions about the phenomenon are analyzed in light of the theory of Social Representations. The data of the research are contributions to analyze the policy of social inclusion of servers in which the extinction of the binomial exclusion / inclusion of people with disabilities is believed, thus believing that the breakdown of the attitudinal barrier, together with the other dimensions of accessibility, mean the experience of integrative practices and the engagement of society to the dimensions of inclusion in the collective struggle for equality and social equity. With the result, it was noticed that the servants face difficulties related to the architectural barriers, as well as the lack of knowledge of the people without disability on how to treat the Dc.

Para a abordagem do tema, partiu-se dos fatos geradores de segregação e de preconceitos que permearam a vida das pessoas com deficiência e que, ainda hoje, lutam pela concretização de direitos fundamentais, os quais compõem a dignidade humana. A legislação que trata dos direitos das pessoas com deficiência está posta, mas a sua eficácia, sob a égide da ação política e da própria sociedade, se encontra, ainda, engessada por barreiras de acessibilidade, em especial, as barreiras atitudinais. Partindo dessa premissa, buscou-se responder o seguinte questionamento: quais as barreiras atitudinais percebidas por servidores públicos com deficiência em seu ambiente de trabalho? E se existem, quais são elas? Para solucionar este questionamento, a presente pesquisa teve, como objetivo principal, analisar o acesso de servidores públicos com deficiência na Universidade Federal da Paraíba, Campus I, João Pessoa/PB, verificando a existência, ou não, das dimensões de acessibilidade, especificamente, a dimensão atitudinal ou barreiras atitudinais de acessibilidade. Assim, para o alcance dos objetivos propostos, foi realizada uma pesquisa de abordagem qualitativa do tipo exploratória, em que os procedimentos foram o levantamento de informações junto aos Agentes de Gestão de Pessoas (AGP) e entrevista semiestruturada, aplicada aos servidores com deficiência, localizados nos Centros e Unidades Suplementares da UFPB,Campus I, João Pessoa, sujeitos diretamente envolvidos com a temática da inclusão, em que suas vivências, percepções sobre o fenômeno são analisadas à luz da teoria das Representações Sociais. Os dados da pesquisa são contributos para se analisar a política de inclusão social de servidores em que se vislumbra a extinção do binômio exclusão/inclusão de pessoas com deficiência, acreditando, portanto, que a quebra da barreira atitudinal, aliada às demais dimensões de acessibilidade, significam a vivência de práticas integrativas e o engajamento da sociedade às dimensões da inclusão, na luta coletiva pela igualdade e equidade social.
