Políticas públicas de turismo: estado, mercado turístico e sociedade civil: a experiência de João Pessoa-PB

Given the complexity of global modernity and the interconnection of multiple crises, contemporary environmental issues gain political forum and now have international and legal recognition. In this scenario, there is the creation of a controversial discourse of sustainability that goes to permeate many fields of activities, including the field of tourism. In the northeastern Brazil, the tourist activity had and continues to prominence as a vector of development centered on consumption of nature and landscape resources and climate, which produces high expectations for its eventual ability to leverage regional development. There is, then, the Public Policies (PPs), instruments which the state takes collective decisions that guide the whole of society and should be prepared respecting the limits and specificities of place, as well as the interest of its inhabitants, otherwise not have the impact expected. In this perspective, this paper will study policies that impact the capital of Paraiba, at municipal, state or federal scope, that have been implemented since the 90's, when tourism policies have greater effectiveness in the northeastern Brazil. Thus, this study aims to examine the actions in tourism - projects, programs and policies - verifying the state, private sector and civil society roles in this context and the effects of these policies on society and the environment. Held, first, a bibliographical and documentary collection, followed by analysis of the policies in question, collecting field data through informal conversations and semi-structured interviews and finally, interpretative and critical analysis based on the theoretical framework used. It was found that the discourse of integration between sectors and social participation has not been consolidated in the practice of tourism policies in João Pessoa, the reduction of tourism to marketing vision, as well as patterns of recurring actions that should be avoided in the formulation and implementation of PPs in the state
