Considerado o maior megaprojeto de desenvolvimento agrícola em Moçambique, foi iniciado em 2011 como resultado de uma cooperação trilateral entre os governos do Japão, Brasil e Moçambique. Como recurso metodológico, lançou-se mão do estudo teórico-conceitual; pesquisa documental; e pesquisa de campo, que consistiu na realização de entrevistas semiestruturadas com representantes de organizações da sociedade civil. Aborda-se as contradições do desenvolvimento no contexto das estratégias geopolíticas de expansão dos megaprojetos, impulsionados pelas grandes empresas multinacionais que, para competirem no mercado internacional, promovem a exploração predatória das riquezas naturais e da abundante, barata e desprotegida força de trabalho africana. No caso de Moçambique, paralelamente ao fim do regime socialista de partido único, o país passou a adequar seu cenário jurídico-legal aos interesses dos investidores na década de 1980, introduzindo reformas neoliberais e abrindo as portas aos elevados fluxos de investimento externo na forma de megaprojetos. O ProSAVANA deve ser compreendido no contexto da crise global de alimentos que fomentou a intensificação da corrida pelas terras de países periféricos, sobretudo africanos, e da emergência de uma nova dinâmica nas relações político-econômicas “Sul-Sul”, com o protagonismo de países economicamente poderosos do Sul global, como o Brasil, que também impulsionaram a demanda pelas commodities para suprir as necessidades de consumo crescente. Nessa perspectiva, compreende-se que se trata de um megaprojeto de caráter exploratório, marcado pela submissão da agricultura familiar à agricultura comercial de larga escala que prioriza a exportação. Corrobora-se com os estudos recentes que têm apontado que, independentemente do contexto no qual os megaprojetos são implementados, há uma lógica similar de contradições que permeiam esses fenômenos, como o caráter transformacional dos megaprojetos, falta de transparência; falta de participação pública; falta de informação (e desinformação); violação de práticas estabelecidas de boa governança; manipulações; relações top-down; sociedade civil cética ou negativa, posicionando-se e mobilizando-se contra sua implementação; e processo de espoliação da terra e expulsão das comunidades locais, que gera o aprofundamento da vulnerabilidade dessas comunidades, desigualdades socioeconômicas e conflitualidades – que ganham um caráter mais violento nos países periféricos.CNPqThis dissertation analyzes the contradictions of contemporary megaprojects being carried out in the Nacala Corridor, particularly of Tripartite Cooperation Programme for the Agricultural Development of the Tropical Savannah in Mozambique (ProSAVANA). Considered the largest agricultural development megaproject in Mozambique, it was started in 2011 as a result of a trilateral cooperation amid the governments of Japan, Brazil, and Mozambique. As methodological resource, theoretical-conceptual study coupled with documentary research and field research were the chosen means to achieve the paper’s goal. Field research consisted of conducting semi-structured interviews with representatives of civil society organizations. The paper discusses the contradictions of development in the context of geopolitical strategies for the extension of megaprojects. Said strategies are driven by large multinational companies that, in order to compete in the international market, promote the predatory exploitation of both the natural wealth and the abundant, cheap and unprotected African workforce. In the case of Mozambique, in parallel with the end of the single party socialist regime, the country began to adapt its legal scenario to the interests of investors in the 1980s, introducing neo-liberal reforms and trade opening to high flows of foreign investment in the form of megaprojects. ProSAVANA must be understood in the context of the global food crisis that fostered the intensification of the race for lands in peripheral countries, especially in Africa. The aforementioned fact, combined with the emergence of a new dynamic in the “South-South” political-economic relations; the protagonism of economically powerful countries in the global South, such as Brazil; and the demand for commodities to supply the growing consumption needs must be taken into consideration as well. In this perspective, it is understood that this is an exploratory megaproject characterized by the submission of family farming to large-scale commercial agriculture aimed at export. It corroborates with recent studies that have pointed out that regardless of the context in which megaprojects are implemented, there is a similar logic of contradictions that permeate these phenomena, such as the transformational character of megaprojects; lack of transparency; lack of public participation; lack of information; intentional misinformation; violation of established good governance practices; manipulations; top-down relationships; skeptical or negative civil society (a civil society that is standing its ground and mobilizing against its implementation); and the process of spoliation of the land coupled with the eviction of local communities.
