Defesa : Curitiba, 13/03/2020Inclui referências: p. 77-82Resumo: O pressuposto da conexão eleitoral garante que os legisladores motivados pela ambição de se reeleger agem de maneira estratégica, direcionada em busca de benefícios para seu eleitorado. Muito se estuda sobre as relações legislativas, internacionalmente e nacionalmente. Porém, poucos estudos se aprofundam de maneira incisiva as interações do poder local e das câmaras municipais. Esta pesquisa destaca a Câmara Municipal de Curitiba (CMC) e a produção legislativa no primeiro ano de mandato dos 38 vereadores eleitos para a 17ª Legislatura (2017-2020). Objetivo principal do estudo é investigar uma das quatro condições para que ocorra conexão eleitoral, denominada responsividade ou capacidade de resposta, no primeiro ano de mandato legisladores, no caso 2017; e o parcial é verificar a quantidade e o direcionamento da produção legislativa dos vereadores. O banco de dados foi composto por 18.015 requerimentos protocolados em 2017 pelos 38 vereadores e recolhidos através do Sistema de Proposições Legislativas (SPL) da câmara de Curitiba. As hipóteses são de que (i) os vereadores são responsivos desde o início da legislatura e beneficiam, através de requerimentos, suas zonas eleitorais onde obtiveram mais votos, e que (ii) o vereador[a] mais votado em cada zona eleitoral, tem um índice de correlação maior do que os outros vereadores. As análises constituíram de duas formas. Primeiramente, uma descrição da eleição da 17ª Legislatura e do candidato mais votado por zona eleitoral; e a segunda, foi realizado teste de correlação linear simples, produção legislativa (requerimentos); e porcentagem de votos na zona eleitoral e dummy, concentrado ou disperso. A primeira hipótese se confirmou através da correlação de 73% encontrada na análise de todo o universo estudado, entre requerimentos e zonas eleitorais. Ao averiguar zona por zona, e ao comparar os dois grupos propostos, (a) todos os vereadores e (b) o vereador mais votado por zona eleitoral, foi observado particularidade em alguns casos. Os casos nulos aconteceram na 4ª ZE, onde a correlação foi negativa em relação ao grupo (b) dos mais votado; e na 1ª e 176ª ZE, onde foi grupo (a) todos os vereadores. Nas 145ª e 174ª ZE, houve alto e muito alto grau de correlação nos dois grupos. Na 175ª ZE, o índice do grupo (a) todos vereadores, foi maior do que o grupo (b) mais votados, e ambos possuem alto grau, lembrando que é a zona eleitoral que mais recebeu requerimentos. Índices muito altos chamaram atenção em quatro zona eleitorais no grupo (b) mais votados: 3ª (r=0,98), 145ª (r=0,99), 177ª (r=0,98) e 178ª ZE (r=0,98). Much is studied about legislative relations, internationally and nationally. However, few studies have taken an in-depth look at the interactions of local government and city councils. This research highlights the Curitiba City Council (CMC) and the legislative production in the first year of term of the 38 councilors elected for the 17th Legislature (2017-2020). The main objective of the study is to investigate one of the four conditions for an electoral connection to occur, called responsiveness or responsiveness, in the first year of the legislature's mandate, in the case of 2017; and the partial one is to verify the quantity and the direction of the legislative production of the councilors. The database consisted of 18,015 applications filed in 2017 by the 38 councilors and collected through the Legislative Propositions System (SPL) of the Curitiba city council. The hypotheses are that (i) the councilors have been responsive since the beginning of the legislature and benefit, through requirements, from their electoral zones where they obtained the most votes, and that (ii) the councilor [a] most voted in each electoral zone, has a higher correlation index than other councilors. The analyzes constituted in two ways. Firstly, a description of the election of the 17th Legislature and of the most voted candidate by electoral zone; and the second, a simple linear correlation test, legislative production (requirements); and percentage of votes in the electoral and dummy zone, concentrated or dispersed. The first hypothesis was confirmed through the 73% correlation found in the analysis of the entire universe studied, between requirements and electoral zones. When investigating zone by zone, and when comparing the two proposed groups, (a) all councilors and (b) the most voted councilor by electoral zone, particularity was observed in some cases. The null cases occurred in the 4th ZE, where the correlation was negative in relation to the group (b) of the most voted; and in the 1st and 176th ZE, where all the councilors were a group. In the 145th and 174th ZE, there was a high and very high degree of correlation in both groups. In the 175th ZE, the index of the group (a) all councilors, was higher than the group (b) most voted, and both have a high degree, remembering that it is the electoral zone that received the most requests. Very high rates drew attention in four electoral zones in the most voted group (b): 3rd (r=0,98), 145th (r=0,99), 177th (r=0,98) and 178th ZE (r=0,98).
