The main goal of the text is to demonstrate the relevance of qualitative research methods to understanding legal situations. There are two secondary goals. First, it analyses pieces of interviews gathered by fieldwork in Latin America about data protection and privacy. Second, it shows that regulating new technologies is an ongoing defy, which requires novel views. The first section introduces the subject. The second section debates the importance of different research methods to legal scholarship and describes the fieldwork. The third section debates the theoretical framework around digital citizenship and its relationships with digital literacy and technological sustainability. The fourth section analyses pieces of interviews about artificial intelligence. It finishes with an interpretation that the regulation of new technologies in Latin America is happening in various cultural basis and legal frameworks. The research method is qualitative and draws from primary data. The article has three conclusions. The first explains that qualitative research methods are useful for producing comparative legal studies because they allow understanding can cultural and institutional elements. The second conclusion is that those methods benefit the cyber law regulatory debate. The third conclusion explains Latin American countries distinguishing cultural, legal, and institutional aspects.
