Political culture in Brazil: Polyarchic advances and weak parties

Resumo: Despite the consensus in Brazil regarding the irreversibility of the representative democratic process, doubts have emerged regarding its quality. A central element that reveals the democratic weakness is the way how political parties function and how they are perceived and evaluated by Brazilian citizens. Studies have shown that these institutions are seen as the least trusted and considered the most corrupt. The main objective of this paper is to examine if the social capital concept could be useful in constructing a normative base of support to political parties in the country. Through the use of survey research, we analize how Brazilians decode politics and try to answer why they are distrustful of politics. The results suggest that social capital could be a concept that could rescue the image of parties.

Un aspecto que atesta la fragilidad democrática es como los partidos políticos funcionan y son vistos y evaluados por los ciudadanos brasileños. Las investigaciones han constatado que esas instituciones son evaluadas como siendo las menos confiábles y las más corruptas. El objetivo de este trabajo es el de examinar como el concepto de capital social puede ser útil en la posibilidad de generar subsidios propositivos para la constitución de una base normativa de apoyo a los partidos en el país. Utilizando datos de encuestas de opinión pública, se examina como las personas decodifican la política y por qué desconfían de ella. Los resultados que encontramos en este trabajo muestran que el capital social podría ser uno de los caminos para rescatar la imagen de los partidos.Apesar do consenso no Brasil sobre a irreversibilidade da democracia representativo, surgiram questões sobre a sua qualidade. Um aspecto que atesta a fragilidade democrática é a forma como os partidos políticos funcionam e são vistos e avaliados por cidadãos brasileiros. As investigações confirmaram que essas instituições são avaliadas como menos confiáveis ​​e os mais corruptos. O objetivo deste trabalho é examinar como o conceito de capital social pode ser útil na possibilidade de gerar subsídios propositais para a constituição de uma base regulatória que apoie os partidos do país. Usando dados de pesquisas de opinião pública, examinamos como as pessoas decodificam a política e por que desconfiam dela.
