Resumo: The fall of the Gaddafi government in 2011, due to a popular uprising and Western military intervention led by France and the United States, has left the country's social fabric fragile. Minorities of non-Arab origin have remained in mobilization, demanding political and social rights and full citizenship. The Kel Tamasheq (Tuareg) are one such segment of Libyan society that was marginalized politically and culturally during the 40 years of Muammar Gaddafi's regime. The present study turns to the process of the current Libyan crisis, with a focus on the claims of the Kel Tamasheq society. To do so, it discusses paths of demands for basic civil rights based on interviews with people claiming their identity documents and bibliographical study, analyzing academic texts about the relations of this society with the modern independent states in which they find themselves. The paper also examines, from a socio-historical perspective, the evolution of mobilization for access to Libyan nationality within the Kel Tamasheq community from the 1950s to the current delicate context through the portrait of the civil movement La Lil Tamyiz, founded in early 2020 by a group of young people from the same society from the regions of Ghat, Oubari, and Sebha in southern Libya.

Minorias de origem não árabes têm permanecido em mobilização, reivindicando direitos políticos e sociais e garantia de cidadania plena. Os Kel Tamasheq (Tuaregues) são um desses segmentos da sociedade líbia marginalizados, política e culturalmente, durante os 40 anos do regime de Muammar Gaddafi. O presente estudo volta-se ao processo da crise da Líbia atual com foco nas reivindicações da sociedade Kel Tamasheq. Para isso, discute percursos de demandas de direitos civis básicos a partir de entrevistas com pessoas que reivindicam seus documentos de identidades e de estudo bibliográfico, analisando textos acadêmicos sobre as relações dessa sociedade com os Estados modernos independentes em que se encontram.
