Diversos benefícios das práticas agrícolas na cidade são demonstrados no início deste estudo, assim como alguns riscos, justi- ficando a relevância da temática da pesquisa. O objetivo dessa dissertação é analisar o fenômeno da AU e identificar suas tipologias presentes no bairro do Campeche, Florianópolis/SC, bem como suas perspectivas, desa- fios e limitações. Um panorama das práticas e pesquisas científicas de AU no Brasil e no mundo compreende o primeiro capítulo, bem como uma breve análise do papel de algumas instituições de fomento da AU em nível mundial. Já no segundo capítulo foram consideradas as diversas relações entre agricultura, cidade e localização a partir de referenciais teóricos clás- sicos, como a categoria de renda da terra, através de Ricardo, Von Thünem e Marx; e as teorias contemporâneas da produção do espaço, e do espaço diferencial, de Henri Lefebvre. A partir desses referenciais, e com base numa breve análise histórica sobre terras de uso comum em Florianópolis, a permanência da agricultura urbana no bairro do Campeche, diante da pressão do crescimento da cidade é analisada, e são acrescentadas ao debate questões sobre a função social da propriedade, bem como, reflexões sobre o direito à cidade. Apesar de estar fortemente pressionada pela expansão da cidade e, consequentemente, pela demanda de espaço produtivo pela construção civil e atividades tipicamente urbanas, a AU no bairro tem de- senvolvido alternativas para sua permanência. Entre as alternativas está a articulação entre a agricultura urbana e a economia solidária que é então examinada, já que em algumas experiencias de AU presentes no bairro, po- dem ocorrer trocas solidárias por meio do Banco de Tempo de Florianópo- lis (BTF), clube de trocas pautado na cooperação e coletividade. Um breve levantamento histórico sobre o desenrolar do planejamento urbano e das mobilizações sociais no bairro são apresentados e em seguida são identifi- cadas e definidas as diferentes tipologias ali presentes, a exemplo das hor- tas comunitárias em áreas públicas, hortas privadas com fins comerciais, quintais produtivos etc. A experiência da horta comunitária do Parque Cul- tural do Campeche (PACUCA) é apresentada, assim como a trajetória das disputas pelo uso do espaço onde está localizada, bem como o papel da organização social nesses conflitos. Foram realizadas visitas a campo e en- trevistas com membros do Banco do Tempo de Florianópolis e nas hortas da empresa Destino Certo e do PACUCA, além da participação em reuni- ões da Rede Semear Floripa (rede municipal de articulação da AU). O papel dos agentes produtores do espaço urbano foi discutido e a divergência entre os interesses da cidade mercado versus cidade direito fica clara ao ana- lisarmos a evolução do Plano Diretor de Florianópolis. A partir das teorias do espaço diferencial de Lefebvre (análise dialética entre o espaço social e o espaço abstrato), a permanência da AU frente ao avanço da cidade pôde ser melhor compreendida. Segundo o autor, o espaço abstrato é o espaço ideal pautado na lógica capitalista, enquanto o espaço social (real) é o ter- reno fértil para geração de novas práticas nas cidades, denominadas aqui de práticas agrícolas insurgentes. Constatou-se a coexistência entre práti- cas agrícolas remanescentes (aquelas que regridem por conta do avanço da cidade) e práticas agrícolas insurgentes (aquelas que surgem a partir dos conflitos pelos usos do espaço) no bairro, em contraste com a produção capitalista do espaço urbano. As práticas agrícolas remanescentes, por sua vez, se caracterizam pela regressão progressiva da agricultura como forma de renda. e podem evoluir enquanto atividades de pousio imobiliário, con- trastam com as práticas agrícolas insurgentes, na medida em que elas têm diferentes origens e diferentes motivações. Por meio da teoria do espaço diferencial de Lefebvre, é possível então justificar a permanência das ati- vidades agrícolas urbanas (especialmente aquelas sem finalidade comer- cial) no Campeche, pois através da consolidação dos conflitos, se dá a ma- terialização dos espaços diferenciais como no caso das experiencia da horta comunitária do PACUCA, do Coletivo de Agricultura Urbana do BTF, da Rede Semear Floripa e das interações diversas entre as hortas urbanas com o BTF. Finalmente o papel do estado é reforçado no sentido de fortalecer e garantir políticas e programas de promoção e fomento à Agricultura Ur- bana visto sua grande relevância socioambiental e econômica.Abstract : Urban Agriculture (UA) is a phenomenon that has been highlighted in Brazil and in the world, both in the growing experiences and practices, and in the scientific literature. Several benefits of agricultural practices in the city are demonstrated at the beginning of this study, as well as some risks, justifying the relevance of the research theme. The objective of this dissertation is to analyze the UA phenomenon and identify its typologies present in the Cam- peche neighborhood, Florianópolis / SC, as well as its perspectives, chal- lenges and limitations. An overview of UA practices and scientific research in Brazil and in the world comprises the first chapter, as well as a brief anal- ysis of the role of some UA institutions worldwide. In the second chapter, the various relationships between agriculture, city and location were consid- ered from classical theoretical references, such as the income category of the land, through Ricardo, Von Thünem and Marx; and contemporary theories of space production, and differential space, by Henri Lefebvre. From these references, and based on a brief historical analysis of lands in common use in Florianópolis, the permanence of urban agriculture in the Campeche neighborhood, given the pressure of the city's growth is analyzed, and ques- tions about the social function of the property, as well as, reflections on the right to the city. Despite being strongly pressured by the expansion of the city and, consequently, by the demand for productive space by the civil con- struction and typically urban activities, the UA in the neighborhood has de- veloped alternatives for its permanence. Among the alternatives is the artic- ulation between urban agriculture and the solidarity economy that is then examined, since in some experiences of UA present in the neighborhood, joint exchanges can occur through the Time Bank of Florianópolis (BTF) in cooperation and collectivity. A brief historical survey on the development of urban planning and social mobilization in the neighborhood is presented and then the different typologies present are identified and defined, such as com- munity gardens in public areas, private gardens with commercial purposes, productive yards etc. The experience of the community garden of the Cam- peche Cultural Park (PACUCA) is presented, as well as the path of disputes over the use of the space where it is located, as well as the role of social organization in these conflicts. Field visits and interviews with members of the Time Bank of Florianópolis (BTF) and in the gardens of the company Destino Certo and of PACUCA were carried out, as well as participation in meetings of the Semear Floripa Network (municipal network of articulation of the UA). The role of the producing urban space agents was discussed and the divergence between the interests of the \"market city\" versus \" law city \" becomes clear when analyzing the evolution of the Florianópolis Master Plan. From Lefebvre's differential space theories (dialectical analysis be- tween social space and abstract space), the permanence of UA in front of the city's advance could be better understood. According to the author, abstract space is the ideal space based on the capitalist logic, while the social space (real) is the fertile ground for the generation of new practices in the cities, denominated here of insurgent agricultural practices. There was a coexist- ence between remaining agricultural practices (those that regress due to the city's advance) and insurgent agricultural practices (those arising from con- flicts over the uses of space) in the neighborhood, in contrast to the capitalist production of space urban. The remaining agricultural practices, in turn, are characterized by the gradual regression of agriculture as a form of income and may evolve as real estate fallow activities, contrast with insurgent farm- ing practices, as they have different origins and different motivations. Through Lefebvre's theory of differential space, it is then possible to justify the permanence of urban agricultural activities (especially those with no commercial purpose) in Campeche, because through the consolidation of those conflicts, the differential spaces are materialized as in the case of ex- perience of the PACUCA community garden, the BTF Urban Agriculture Collective, the Semear Floripa Network and the various interactions between the urban gardens and the BTF.
