A EFICÁCIA DA ATUAÇÃO DOS ÓRGÃOS AMBIENTAIS FRENTE AO DESMATAMENTO NO NORDESTE GOIANO

Resumo: The Goiás' northeast region, with high vulnerability and socio-environmental importance, presents one of the highest deforestation rates in the state, which, in a scenario of expansion of agricultural occupation and decentralization of environmental management, mainly after Complementary Law n°. 140/2011, its raises questions. In this sense, the paper objective is to evaluate the agencies performance that make up the National Environment System (Sisnama) in the face of deforestation detected in the region from 2008 to 2017. The results showed that, despite being the state entity responsible for forest management, was the Brazilian Institute for the Environment and Renewable Natural Resources (Ibama), the most active agency, followed by the Chico Mendes Institute for Biodiversity Conservation (ICMBio). We can observe, however, a decrease in the presence of the federal entity in Goiás' northeast region, which was not accompanied by the strengthening of the performance of state and municipal environmental agencies. As a reflex, it was verified that 58% of the detected deforestations occur without proper authorization and without the application of appropriate punitive and corrective suitable measures, that it indicates a low efficiency in the performance of environmental agencies in the region.

Nesse sentido, o objetivo do artigo é avaliar a eficácia da atuação dos órgãos do Sistema Nacional do Meio Ambiente (Sisnama) frente aos desmatamentos detectados na região no período de 2008 a 2017. Para isso, foram utilizados dados relativos às autorizações emitidas para supressão de vegetação nativa e aos autos de infração e embargos lavrados na região de estudo. Os resultados apontaram que, a despeito de ser o ente estadual o responsável pela gestão florestal, foi o Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis (Ibama) o órgão mais atuante, seguido do Instituto Chico Mendes de Conservação da Biodiversidade (ICMBio). Observa-se, no entanto, uma diminuição da presença do ente federal, que não foi acompanhada pelo fortalecimento dos órgãos estadual e municipais de meio ambiente.
