Resumo: Using bibliographical and documental research, it describes and analyses the process of elaboration of the Municipal Educational Plan of the city of Uberlândia, Minas Gerais, in accordance with the National Education Plan and its subsequent evaluation and monitoring. The elaboration process showed the problems of the educational system from the city, allowing a resonance of the difficulties that the educators have in the daily work of teaching, pointing out the innumerable challenges for the construction of a quality education, an inclusive one, that, often, the numbers masks. It emphasizes social mobilization as a possibility of materialization of the plan. It finishes pointing out the challenges for the valorisation of the teaching career from the process of monitoring and evaluation.

It finishes pointing out the challenges for the valorisation of the teaching career from the process of monitoring and evaluation.  À l'aide de recherches bibliographiques et documentaires, cette article décrit et analyse le processus d'élaboration du Plan Municipale d'éducation d'Uberlândia, Minas Gerais, conformément le Plan National d'éducation et à son évaluation et son surveillance. Le processus de rédaction a montré les problèmes du système d'éducation du système de la ville, ce qui permet une résonance des difficultés que les éducateurs ont pendant l'enseignement, en indicant les nombreux défis à la construction d'une éducation de qualité, inclusive, et que, souvent, les données statistiques en masquent. Il met l'accent sur la mobilisation sociale en tant que possibilité de matérialisation du Plan. Il conclue en soulignant les défis pour la valorisation de la carrière d'enseignant à partir du processus de surveillance et d'évaluation.   Utilizando da pesquisa bibliográfica e documental descreve e analisa o processo de elaboração do Plano Municipal de Educação do município de Uberlândia- MG, em consonância com a previsão do Plano Nacional de Educação e sua posterior avaliação e monitoramento. O processo de elaboração mostrou os problemas do sistema educacional do município, permitindo uma ressonância das dificuldades que as educadoras e educadores vivenciam no cotidiano do trabalho docente, apontando os inúmeros desafios para a construção de uma educação de qualidade, includente que, muitas vezes, os números mascaram. Ressalta a mobilização social como possibilidade de materialização do plano.
