Estudo da relação de confiança em programa de fomento florestal de indústria de celulose na visão dos produtores rurais

Resumo: World wood production has been influenced by impacts stemming from economic globalization. In Brazil, the forestry sector has undergone diverse transformations in the last few years including changes in its production, industrial and commercial structures. This study was developed using concepts from New Institutional Economics, also known as Economics of Transaction Costs, with foundations in the areas of law, administration and economics. Trust is one of the variables that make up New Institutional Economics; it is a concept that contributes much to analysis and discussion of contractual relationships. This study analyzed the factors involved in trust relationships between a cellulose industry and rural producers enrolled in the industry s private woodlot development program in Minas Gerais state. After pre-testing both, an in-depth interview and questionnaire were used to collect data which were then tabulated and processed. Stratified random sampling was used according to the following criteria: a) Participating Producer with Completed Contract made up of producers that have fulfilled the terms of at least one contract with the cellulose company and b) Participating Producer with Contract in Execution consisting in enrolled producers that have not fulfilled a contract with the company because its terms are still be executed. One hundred and forty-one questionnaires were completed with enrolled rural producers in 48 municipal counties in seven micro regions of Minas Gerais. The study shows that the private woodlot production program is important in its support for initiating forestry activities and guaranteeing a market for wood sales. The participating producers tend to sign contracts for only the first plantation rotation. Interest in selling the second rotation to the cellulose company, indifferent to price variations in rival products such as wood charcoal, was shown by 18% of the interviewed producers. However, this intention increases with greater probability of no significant oscillations in these rival markets. In this more stable context, it is believed that 50% of the presently enrolled producers would sell their second cut to the company. The performance record is that 93.4% of enrolled rural producers fulfill their contractual obligations with the company. The existence of trust and trustworthiness in the relationship between the cellulose company and its private woodlot program members was generally confirmed. But some factors were found that contribute to some degree to a lack of trust in the program such as: the wood measurement system, transport costs and the lack of a pricing policy that facilitates understanding of the program participants.

No Brasil, o setor florestal tem passado por diversas transformações nos últimos anos, mudanças essas ocorridas em suas estruturas produtiva, industrial e comercial. Este estudo foi desenvolvido utilizando-se conceitos da Nova Economia Institucional, também chamada de Economia dos Custos de Transação, em que possui suas bases fundamentadas nas áreas do Direito, da Administração e da Economia. A confiança é uma das variáveis que integram a Nova Economia Institucional, por auxiliar a análise e discussão sobre as relações contratuais. Este trabalho analisou os fatores que contribuem para a relação de confiança entre o programa de fomento florestal de indústria de celulose e produtores rurais fomentados em Minas Gerais. Na coleta de dados, utilizou-se de entrevistas em profundidade e aplicação de questionários, antecedidos por pré-teste, cujos dados foram tabulados e processados por meio de uma planilha eletrónica. A amostragem foi aleatória estratificada, sendo os critérios: a) Produtor Fomentado com Contrato Finalizado composto por produtores que possuíam pelo menos um contrato encerrado com a indústria de celulose; e b) Produtor Fomentado com Contrato em Andamento constituído por produtores que não haviam finalizado nenhum contrato de fomento com a indústria de celulose. Foram aplicados 141 questionários a produtores rurais fomentados, em 48 municípios de sete microrregiões mineiras. O fomento florestal demonstrou ser importante como apoio para início da atividade florestal e garantia de mercado para comercialização da madeira. Os produtores fomentados fecharam contrato de fomento florestal para apenas a primeira rotação da plantação. O interesse dos produtores entrevistados na comercialização da segunda rotação da floresta com a indústria de celulose, indiferentemente da variação dos preços em produtos concorrentes como o carvão vegetal, foi de 18%. Entretanto, essa intenção aumenta de acordo com a possibilidade de não haver oscilações significativas nesses mercados concorrentes. Esse contexto mais estável de preços, 50% dos fomentados devem comercializar o segundo corte com a empresa fomentadora. O índice de cumprimento da relação contratual é de 98,4% dos contratos firmados com produtores rurais fomentados.
