The act number 303 of the National Council for Environment sets the guidelines for the establishment of natural preserves on hill tops and along ridgelines and relies, even though, on the foundations of watershed management. The major challenge posed by this law to the landowners concerns to the delineation of ridgelines and foothills so as to determine the upper third of hillsides, Which requires the use of detailed topographic and hydrography maps besides a highly qualified team. For hilly areas, the fieldwork for demarcating the areas to be preserved is usually very complex, jeopardizing both the implementation and surveillance tasks. This paper presents a GIS based correct digital elevation models and has as principal advantages the consistency and reproducibility of the results, besides savings on both time and labor. The results presented in this paper bring new lights to the problem, printing out the need of reviewing the underlying legislation in this paper bring new lights to the problem, pointing out the need of reviewing legislation so as to make its effective implementation and observation possible.
