Selection of school principals at a Ciep: reflections on high-level bureaucracy

Resumo: The study analyzed the selection mechanisms for principals in a city in the metropolitan region of Rio de Janeiro State through the requirements that underpin the choice of managers at an Integrated Center for Public Education (Ciep), in the period from 2013 to 2018. Being qualitative in nature, the research used legislation for data collection and the results showed that although policy tools determine the choice of managers by public consultation in the school community, political and party-related determination prevails as the main tool to select school principals, legitimized by discretionary acts of high-ranking bureaucrats.

De naturaleza cualitativa, la investigación utilizó leyes y resoluciones de la ciudad para la recopilación de datos. Los resultados mostraron que, aunque los instrumentos normativos apuntan a la elección del administrador a través de la consulta pública de la comunidad escolar, la indicación del partido político prevalece como la principal herramienta para listar directores escolares, legitimado por un acto discrecional de un alto burócrata.O estudo analisou os mecanismos de seleção de diretores em uma cidade da região metropolitana do Estado do Rio de Janeiro por meio das demandas que ancoraram a escolha dos gestores em um Centro Integrado de Educação Pública (Ciep), no período de 2013 a 2018.
