Resumo: The National Education Plan: PNE 2014-2024 predicts, as Goal 11, to triple enrollment in technical secondary education and that at least 50% of the expansion of the offer will be in the public segment. However, in addition to the original proposal of the plan to provide for the doubling of enrollments in the period, the year 2013, established as PNE Baseline, showed a significant increase in enrollments due to the National Program of Access to Technical Education and Employment ”“Pronatec, which caused a 76% increase between the proposed target and the target approved. On the other hand, The present paper analyzes the context of definition of goal 11 by the National Congress, and the position presented by the MEC regarding the amendment made by Parliament.

Sin embargo, además de la propuesta original del plan prevé la duplicación del período de inscripción, el año de 2013, establecido como línea de base PNE, mostró un aumento significativo en la matrícula como resultado del Programa Nacional de Acceso a la Educación Técnica y Empleo - Pronatec, lo que condujo a un aumento del 76% entre la meta propuesta y la aprobada. En este trabajo se analiza la definición del contexto del objetivo 11 por el Congreso Nacional, y la posición presentada por el MEC en contra de los cambios realizados por el Parlamento.Le Plan national d'éducation: PNE 2014-2024 prévoit que la cible 11, triple l'inscription de l'enseignement technique de niveau intermédiaire et qu'au moins 50% de l'expansion de l'offre est dans le secteur public. Cependant, en plus de la proposition initiale de plan prévoit le doublement de la période d'inscription, l'année 2013, établi comme PNE Baseline, montré une augmentation significative des effectifs résultant du Programme national pour l'accès à l'enseignement technique et de l'emploi ”“ Pronatec, ce qui a entraîné une augmentation de 76% entre l'objectif proposé et approuvé. Cependant, à Cet article analyse la définition du contexte de la cible 11 par le Congrès national, et la position présentée par la MEC contre les modifications apportées par le Parlement.O Plano Nacional de Educação: PNE 2014-2024 prevê, como Meta 11, triplicar as matrículas da educação profissional técnica de nível médio e que, pelo menos, 50% da expansão da oferta seja no segmento público. No entanto, além de a proposta original do plano prever a duplicação das matrículas no período, o ano de 2013, estabelecido como Linha de Base do PNE, apresentou expressivo aumento de matrículas decorrentes do Programa Nacional de Acesso ao Ensino Técnico e Emprego - Pronatec, o que levou a um aumento de 76% entre a meta proposta e a aprovação, de fato, da meta.
