Expansion of the hydrocarbon border and criminalization of the Mapuche communities in southern Argentina

Resumo: The main objective of this work was to analyze the mechanisms of criminalization of the Mapuche population in southern Argentina within the framework of the expansion of the hydrocarbon border on the territory of indigenous communities. For this, qualitative methodology has been used. Data collection was carried out in the field by conducting interviews with qualified informants on the aspects investigated by the investigation, which were complemented with the analysis of documents, journalistic clippings and academic works on the territorial dynamics of southern Argentina. The historical stigmatization of the Mapuche population was reconfigured as of 2009 when the native population was linked to armed groups, an accusation originating in Neuquén that was amplified through the large national media outlets. With the emergence of fracking, the defense of their ancestral territory by the Mapuche communities was considered "environmental terrorism" by the political power. The violent characteristics attributed to "environmental terrorism" were the same ones that defined the actions of a supposed insurgent group, "Mapuche Ancestral Resistance" (RAM). The acronym "RAM" became synonymous with the claim of the Mapuche people.

Se ha apelado para ello a la metodología cualitativa. La recolección de datos se realizó en terreno mediante la realización de entrevistas a informantes calificados sobre los aspectos indagados por la investigación, las que fueron complementadas con el análisis de documentos, recortes periodísticos y trabajos académicos sobre la dinámica territorial del sur argentino. La histórica estigmatización de la población mapuche se reconfiguró a partir del año 2009 cuando se vinculó a la población nativa con grupos armados, una acusación originada en Neuquén que se amplificó a través de los grandes medios de comunicación de alcance nacional. Con la irrupción del fracking, la defensa de su territorio ancestral por parte de las comunidades mapuches fue considerada “terrorismo ambiental” por parte del poder político. Las características violentas atribuidas al “terrorismo ambiental” fueron las mismas que definieron el accionar de un supuesto grupo insurgente, “Resistencia Ancestral Mapuche” (RAM). La sigla “RAM” se convirtió en sinónimo de la reivindicación del pueblo Mapuche.O principal objetivo deste trabalho foi analisar os mecanismos de criminalização da população mapuche no sul da Argentina no âmbito da expansão da fronteira de hidrocarbonetos no território das comunidades indígenas. Para isso, foi utilizada metodologia qualitativa. A coleta de dados foi realizada em campo, por meio de entrevistas com informantes qualificados sobre os aspectos investigados pela investigação, complementadas com a análise de documentos, recortes jornalísticos e trabalhos acadêmicos sobre a dinâmica territorial do sul da Argentina. A estigmatização histórica da população mapuche foi reconfigurada a partir de 2009, quando a população nativa estava ligada a grupos armados, acusação originada em Neuquén que foi ampliada pelos grandes meios de comunicação nacionais. Com o surgimento do fracking, a defesa de seu território ancestral pelas comunidades mapuche foi considerada "terrorismo ambiental" pelo poder político. As características violentas atribuídas ao "terrorismo ambiental" foram as mesmas que definiram as ações de um suposto grupo insurgente, "Resistência Ancestral Mapuche" (RAM).
