Para tanto, foram consideradas as bases legais que institucionalizaram a assistência social como política pública, bem como, os contextos históricos e gastos orçamentários das três esferas da federação no período de 2004 a 2012. A necessidade de reconhecimento da assistência social como direito social e a garantia ao acesso aos serviços socioassistenciais por àqueles que dela necessitarem sinalizam para uma realidade que tende a se afastar de concepções historicamente construídas. Deliberado pela IV Conferência Nacional de Assistência Social de 2003, a implementação do SUAS é colocada como atual desafio para a política de assistência social, visto a proposta de que seja um sistema descentralizado e participativo. O SUAS é orientado por princípios estabelecidos pela Lei Orgânica da Assistência Social (LOAS), considerados na Política Nacional de Assistência Social (PNAS) e é organizado pela Norma Operacional Básica (NOB/SUAS). Esta monografia estudou a política de assistência social inserida no atual regime federativo em vigor no país, o que possibilitou compreender a organização desta política social no âmbito da União, Estados, Distrito Federal e municípios, enfatizando as atribuições e competências destes entes federados na gestão, financiamento e execução benefícios, serviços, programas e projetos. O trabalho conclui que os princípios da descentralização político-administrativa e da gestão compartilhada entre os entes da federação, que orienta a política de assistência social na PNAS e na NOB/SUAS, não têm sido implementados da forma esperada, pois a análise dos dados orçamentários disponíveis da política de assistência social revela a insuficiência de recursos para os serviços socioassistenciais na esfera dos municípios para estruturar o SUAS e um decréscimo nos recursos alocados pelos estados. Em que pese o aumento proporcional dos recursos orçamentários nos municípios para a política de assistencial social, sobretudo, na prestação de serviços socioassistenciais, em muitos municípios inexiste gasto mínimo orçamentário, o que obriga esta política social a disputar recursos com outras prioridades no âmbito do fundo público municipal. __________________________________________________________________________ ABSTRACTThis work analyzes the course completion Unified Social Assistance System (SUAS) in Brazilian federalism XXI century. Therefore, we considered the legal bases that institutionalized social policy as well as the historical contexts and budgetary costs of the three levels of the federation in the period 2004-2012. The recognition of the need for social care as a social right and ensuring access to social assistance services for those who need it point to a reality that tends to move away from conceptions historically constructed. Decided by the Fourth National Conference on Social Welfare, 2003, the implementation of SUAS is placed as a current challenge for social welfare policy, since the proposal is that a decentralized and participatory. The SUAS is guided by principles established by the Organic Law of Social Welfare ( Invalidity ) , considered in the National Social Assistance ( PNAS ) and is organized by the Standard Operating Base (NOB / SUAS) . This thesis studied the social assistance policy in the current federal regime entered into force in the country , which enabled us to understand the organization of social policy within the Union, States, Federal District and municipalities, emphasizing the duties and responsibilities of these federal agencies in the management, financing and implementation benefits, services, programs and projects. The paper concludes that the principles of political and administrative decentralization and management shared among federal agencies, which guides the social assistance policy in PNAS and NOB / SUAS, have not been implemented as expected, because the analysis of budget data available from the social assistance policy reveals the inadequacy of resources for social assistance services in the sphere of the municipalities for the SUAS structure and a decrease in resources allocated by the states.
