Who abstains in Brazil? Local competition and Covid-19 effect on turnout in the 2020 municipal election

Summary: In the present research we examines the electoral abstention. The paper is about the voter participation in political disputes. The objective is to analyze the effects of political variables associated with the effect of the Covid-19 pandemic on electoral abstention in the 2020 local elections in Brazil. The disputes of all 5,568 municipalities are considered to answer the question: who and where else abstained in the 2020 elections? The aggregate results show that municipalities with more deaths from Covid-19 tended to have higher abstention. However, the number of candidates, used as an indicator of electoral competition, exerted a strong opposite effect - in favor of turnout. At the individual level, the data indicate that men, low schooling and age over 40 years tended to participate less in the 2020 elections.

A partir de un modelo multivariante, el objetivo es analizar los efectos de las variables políticas asociadas al efecto de la pandemia de covid-19 en la abstención electoral en las elecciones municipales de 2020 en Brasil. Las disputas por la alcaldía de los 5.568 municipios con elecciones municipales se consideran para responder a la pregunta: ¿dónde y quién más se abstuvo en las elecciones de 2020? Los resultados muestran que desde el punto de vista agregado, los municipios con más muertes por covid-19 tendieron a tener una mayor abstención. Sin embargo, el número de candidatos, utilizado como indicador de la competencia electoral, ejerció un fuerte efecto contrario. A nivel individual, los datos oficiales indican que los hombres, la baja escolaridad y la edad de más de 40 años tendieron a participar menos en las elecciones de 2020.O artigo se insere na linha de pesquisas sobre participação eleitoral em disputas políticas locais. A partir de um modelo multivariado, tem o objetivo de analisar os efeitos de variáveis políticas associadas ao efeito da pandemia da Covid-19 na abstenção eleitoral das eleições municipais de 2020 no Brasil. São consideradas as disputas para prefeito de todos os 5.568 municípios com eleições municipais para responder à pergunta: onde e quem mais se absteve nas eleições de 2020? Os resultados mostram que, do ponto de vista agregado, municípios com mais mortes por Covid-19 tenderam a ter maior abstenção. Porém, o número de candidatos, usado como indicador de competição eleitoral, exerceu forte efeito contrário.
