Resumo: This article aims to analyze the socio-economic and political background of the educational reform carried out by the Cuban State of its educational system, specifically of Secondary Education in the period between 1999 and 2006. The transformations that the entire Cuban educational system experienced were the result of a context that required adjusting education to a complex scenario for Cuban society, a consequence of the collapse of the socialist system and the arrival of a period of economic and social crisis that had great repercussions on the value system and citizenship in Cuba. The educational reform was accompanied by major changes in the educational sphere based on reinforcing the social integration and militant citizenship of the people, whose foundation was the formation of human and citizen values ​​organized through educational programs, both through the curricular and extracurricular.

Las transformaciones que experimentó todo el sistema educativo cubano fueron resultado de un contexto que exigió ajustar la educación ante un escenario complejo para la sociedad cubana, consecuencia del derrumbe del campo socialista y la llegada de un periodo de crisis económica y social que tuvo grandes repercusiones en el sistema de valores y la ciudadanía en Cuba.
