The National Policy of Technical Assistance and Rural Extension (Pnater): a new model of rural development still far from family farming

Resumo: Since the 1990’s, the Brazilian countryside has undergone profound transformations. Rural development ceased to have a purely productivist and economic character and added other dimensions such as environmental, social, political and cultural. Several public policies to support family farming were created, among them Pnater, which broke with the former diffusionist model of Technical Assistance and Rural Extension (Ater) and prioritised the rural populations that have always been forgotten by the public power. The present work is a bibliographical review which aims to analyse the advances and the challenges of this new Ater that emerged with Pnater. The study showed that Pnater is an excellent achievement for family agriculture because it favours sustainable rural development, participatory methodology, multidisciplinarity, ecologically based agriculture, issues of gender, race, ethnicity and generation, as well as being the way to small producers may have access to the new technological tools. However, it also revealed that, in addition to being few producers receiving Ater services in the country, most technicians still resist abandoning the old model of a rural extension.

El desarrollo rural dejó de tener un carácter únicamente productivista y económico y agregó otras dimensiones como la ambiental, la social, la política y la cultural. Varias políticas públicas de apoyo a la agricultura familiar fueron creadas, entre ellas Pnater, que rompió con el antiguo modelo difusionista de Ater y priorizó a las poblaciones rurales que siempre quedaron olvidadas por el poder público. El presente trabajo se trata de una revisión bibliográfica cuyo objetivo es analizar los avances y los desafíos de esta nueva Ater que emergió con Pnater. El estudio demostró que la Pnater es una gran conquista para la agricultura familiar pues privilegia el desarrollo rural sostenible, la metodología participativa, la multidisciplinariedad, la agricultura de base ecológica, cuestiones de género, raza, etnia y generación, además de ser el camino por el cual los pequeños productores podrán tener acceso a las nuevas herramientas tecnológicas. Sin embargo, también fue revelado que, además de ser pocos los productores que reciben los servicios de Ater en el país, gran parte de los técnicos todavía resisten en abandonar el antiguo modelo de extensión rural.Desde a década de 1990 o meio rural brasileiro vem passando por profundas transformações. O desenvolvimento rural deixou de ter um caráter unicamente produtivista e econômico e agregou outras dimensões como a ambiental, a social, a política e a cultural. Várias políticas públicas de apoio à agricultura familiar foram criadas, dentre elas a Pnater, que rompeu com o antigo modelo difusionista de Ater e priorizou as populações rurais que sempre ficaram esquecidas pelo poder público. O presente trabalho trata-se de uma revisão bibliográfica cujo objetivo é analisar os avanços e os desafios dessa nova Ater que emergiu com a Pnater. O estudo demonstrou que a Pnater é uma grande conquista para a agricultura familiar pois privilegia o desenvolvimento rural sustentável, a metodologia participativa, a multidisciplinaridade, a agricultura de base ecológica, questões de gênero, raça, etnia e geração, além de ser o caminho pelo qual os pequenos produtores poderão ter acesso às novas ferramentas tecnológicas.
