Environmental inequality and the right to housing around the controlled landfill in the municipality of Guanambi [state of Bahia] Brazil

Resumo: Environmental impact assessment should always be required when an activity is related to severe and irreversible environmental and human health risks. This applies to the aspect of sanitation related to the activity of the final disposal of solid waste. The present article evaluated the environmental impacts on the population and how this hurts their fundamental right to an ecologically balanced environment. It was possible to assess the negative impacts observed for the surrounding population as increased erosion processes, depreciation of groundwater quality, air pollution, soil pollution, the proliferation of macro and micro vectors of contamination, and visual pollution. Furthermore, the presence of waste pickers in the controlled landfill aggravates the current condition of the final disposal in the municipality. Although the municipal legal apparatus explains the access to the right to the city for all, the absence of the socio-environmental function of the Public Authority is perceived concerning the controlled landfill and its negative impacts, hurting the fundamental rights of these people.

Isso se aplica à vertente do saneamento relacionada a atividade de disposição final dos resíduos sólidos. O presente artigo avaliou os impactos ambientais no local sobre a população e como isso fere seu direito fundamental ao meio ambiente ecologicamente equilibrado.
