Characterization of the Food and Nutrition Security Conferences in the state of Bahia in the period 2007-2015

Resumo: The National System of Food and Nutritional Security - SISAN, established in 2006, presupposes the holding of public conferences in all spheres of government.  The state of Bahia has held five editions of Food and Nutrition Security Conferences (CSAN). The study aimed to characterize the participatory dynamics of three editions of CSAN and the proposals emanating from each edition. This is a documentary study, which analyzed the available reports of the 3rd, 4th, and 5th editions of the CSANs held at the municipal, regional, territorial, and state stages in the years 2007, 2011, and 2015, respectively. The propositions were classified by the dimensions of the SAN (availability, access and consumption and biological use of food) and a cross-sectional one. The results showed: variation in the participatory dynamics of the municipalities and territories from one edition to another, with the 5th edition, of 2015, registering a greater number of municipalities and one hundred percent participation of the territories, being the most propositionof the editions studied; all dimensions of SAN were discussed and contemplated in the three editions of the CSAN; the 3rd edition held in 2007 was the least propositioned; the food availability dimension obtained the highest number of propositions of the total of the three editions, followed by the food consumption dimension. It is concluded that the conferences generated relevant propositions for the formulation of policies of interest to the SAN in Bahia.

El estudio pretendía caracterizar la dinámica participativa de tres ediciones del CSAN y las propuestas emitidas en cada una de ellas. Se trata de un estudio documental en el que se han analizado los informes disponibles de las ediciones 3ª, 4ª y 5ª del CSAN celebradas en los ámbitos municipal, autonómico, territorial y estatal en 2007, 2011 y 2015, respectivamente. Las propuestas se clasificaron según las dimensiones de la SAN (disponibilidad, acceso, consumo y uso biológico de los alimentos) y la dimensión transversal. Los resultados mostraron: variación en la dinámica participativa de los municipios y territorios de una edición a otra, siendo la 5ª edición, de 2015, registrando un mayor número de municipios y una participación del cien por cien de los territorios, siendo la más proposición de las ediciones estudiadas; todas las dimensiones de san fueron discutidas y contempladas en las tres ediciones de la CSAN; la 3ª edición celebrada en 2007 fue la menos propositiva; la dimensión de disponibilidad de alimentos obtuvo el mayor número de proposiciones del total de las tres ediciones, seguida de la dimensión de consumo de alimentos. Se concluye que las conferencias generaron propuestas relevantes para la formulación de políticas de interés para la SAN en Bahía. O Sistema Nacional de Segurança Alimentar e Nutricional - SISAN, instituído em 2006, pressupõe a realização de conferências públicas em todas as esferas de governo.  O estado da Bahia realizou cinco edições de Conferências de Segurança Alimentar e Nutricional (CSAN). O estudo objetivou caracterizar a dinâmica participativa de três edições das CSAN e as proposições emanadas a cada edição. Trata-se de estudo documental, que analisou os relatórios disponíveis das 3ª, 4ª e 5ª edições das CSAN realizadas nas etapas municipais, regionais, territoriais e estadual nos anos de 2007, 2011 e 2015, respectivamente.  As proposições foram classificadas pelas dimensões da SAN (disponibilidade, acesso, consumo e utilização biológica de alimentos) e a dimensão transversal.  Os resultados demonstraram: variação na dinâmica participativa dos municípios e territórios de uma edição para outra, com a 5ª edição, de 2015, registrando maior quantidade de municípios e 100% de participação dos territórios, sendo a mais propositiva das edições estudadas; todas as dimensões de SAN foram debatidas e contempladas nas três edições das CSAN; a 3ª edição realizada em 2007 foi a menos propositiva; a dimensão disponibilidade de alimentos obteve o maior número de proposições do total das três edições, seguida da dimensão consumo de alimentos.
