Border migrants and COVID-19: the right to access health services on the Brazil-Argentina-Paraguay triple border

Resumo: Objective: to discuss the difficulties in accessing health care for immigrants in border regions, especially in the period of the COVID-19 pandemic. Methodology: this is a documentary research, of the narrative review type, for which it is not necessary to use explicit and systematic criteria for the search and critical analysis of the literature, however we emphasize that the searches were carried out in national journals, with publications in Portuguese, full and free access, without limitation of publication time. In order to have a broad search for studies, the gray literature was also used, for expanding the findings and reducing possible gaps on the subject. Results: the text discusses the bureaucratic processes of Brazilian migrants who live in Argentina and Paraguay and find it difficult to access health services in Brazil, especially during the COVID-19 pandemic. Conclusion: although the discussions regarding the recognition of the differences in the health systems of the different border countries, in terms of management and financing, as well as the degree of coverage, extension of programs, quality of care and the installed network itself, manifest themselves if a major obstacle guarantees health protection to the inhabitants of the border area, regardless of their nationality, and in atypical situations, such as COVID-19, this population is not considered in decision-making.

Metodología: se trata de una investigación documental, del tipo revisión narrativa, para lo cual no es necesario utilizar criterios explícitos y sistemáticos para la búsqueda y análisis crítico de la literatura, sin embargo destacamos que las búsquedas se realizaron en revistas nacionales, con publicaciones en portugués, de acceso completo y gratuito, sin limitación de tiempo de publicación. Para tener una búsqueda amplia de estudios, también se utilizó la literatura gris, para ampliar los hallazgos y reducir posibles lagunas sobre el tema. Resultados: el texto discute los procesos burocráticos de los migrantes brasileños que viven en Argentina y Paraguay y tienen dificultades para acceder a los servicios de salud en Brasil, especialmente durante la pandemia de COVID-19. Conclusión: si bien las discusiones en torno al reconocimiento de las diferencias en los sistemas de salud de los diferentes países fronterizos, en términos de gestión y financiamiento, así como el grado de cobertura, extensión de los programas, calidad de la atención y la propia red instalada, se manifiestan mismos si un obstáculo mayor garantiza la protección de la salud a los habitantes de la zona fronteriza, independientemente de su nacionalidad, y en situaciones atípicas, como la del COVID-19, esta población no es considerada en la toma de decisiones.Objetivo: discutir sobre as dificuldades no acesso a saúde por imigrantes em regiões de fronteira, sobretudo no período da pandemia da COVID-19. Metodologia: trata-se uma pesquisa documental, do tipo revisão narrativa, pela qual não se faz necessário empregar critérios explícitos e sistemáticos para a busca e análise crítica da literatura, todavia ressaltamos que as buscas foram realizadas em periódicos nacionais, com publicações em português, de acesso completo e gratuito, sem delimitação de tempo de publicação. Para que houvesse uma ampla busca de estudos, utilizou-se também a literatura gray, por ampliar os achados e diminuir possíveis lacunas sobre o tema. Resultados: o texto discorre sobre os processos burocráticos de migrantes brasileiros que vivem na Argentina e Paraguay e encontram dificuldade de acesso aos serviços de saúde no Brasil, sobretudo durante a pandemia da COVID-19.
