Continuity analysis of the “Programa de Recuperação e Desenvolvimento da Bacia da Pampulha” (PROPAM)

Resumo: That article intends to show an analysis of the continuity of PROPAM based on the evolution of the management of this program, with a focus on the current legislation and the performance of corporations and people who represent them.A continuous public policy/program is the one that in the transition period of governments is considered by the new government installed as State policy and that does not change its objectives, regardless of the discourse. Considering that environmental policies become ineffective or inefficient when discontinued, this work intends to carry out an analysis of PROPAM's continuity, seeking its interpretation through document analysis, interview with actors and participation in a public hearing, with the aim of to answer whether changes in management and legislation, guided by the change of actors, interfered with its continuity. When analyzing the trajectory of PROPAM, it is observed that the Program is continuous in terms of public action because it is still active after 20 years, resisting government transitions. It was also possible to see that its continuity is ensured by a set of factors, among which its regulation through Municipal Law, which endorses its financial and institutional apparatus and prevents the mischaracterization of the policy; and the participation of some actors that represents a motivational apparatus for the continuity of the Program. However, PROPAM presents itself as an unstable program, especially since 2013, when it left the focus of government agendas, which fostered the creation of a new program, with similar objectives and less restrictive parameters.

Una política pública/programa continua es aquella que durante el período de transición de los gobiernos, es considerada por el nuevo gobierno instalado como política de Estado, y que, no cambia sus objetivos independientemente del discurso. Considerando que las políticas ambientales se vuelven ineficaces e inefectivas cuando ellas se suspenden, este trabajo, pretende realizar un análisis de la continuidad de PROPAM, buscando su interpretación a través del análisis de documentos, entrevistas con actores y participación en una audiencia pública, con el fin de responder si los cambios en la gestión y la legislación, guiados por el cambio de actores, interfirieron con la continuidade de programa. Al analizar la trayectoria de PROPAM, se observa que el programa es continuo en términos de acción pública porque todavía está activo después de 20 años, resistiendo las transiciones del gobierno. También, se puede observar que la continuidad está asegurada por un conjunto de factores, como lo son; la regulación por la Ley Municipal, que respalda su mecanismo  financiero e institucional y evita la caracterización errónea de la política, y  la participación de  actores la cual representa un mecanismo motivador para la continuidad del Programa. Sin embargo, PROPAM se presenta como un programa inestable, especialmente desde 2013, cuando dejó el foco en las agendas gubernamentales, lo que alentó la creación de un nuevo programa, con objetivos similares y parámetros menos restrictivos.Este artigo pretende apresentar uma análise da continuidade do PROPAM a partir da evolução da gestão desse Programa, com foco nas legislações vigentes e atuação de corporações e pessoas que as representam. Uma política pública/programa contínua(o) é aquela(e) que no período de transição de governos é considerada(o) pelo novo governo empossado como política de Estado e que não altera os seus objetivos, independente do discurso. Tendo em vista que as políticas ambientais se tornam ineficazes e sem efetividade quando descontinuadas, este trabalho pretende realizar uma análise da continuidade do PROPAM, buscando a sua interpretação por meio de análise documental, entrevista com atores e participação em audiência pública, com o intuito de responder se mudanças na gestão e, nas legislações, orientadas pela troca de atores, interferiram na sua continuidade. Ao analisar a trajetória do PROPAM, observa-se que o Programa é contínuo na vertente da ação pública porque ainda está ativo após 20 anos, resistindo às transições de governo. Verificou-se também que a sua continuidade é assegurada por um conjunto de fatores dentre os quais a sua regulamentação por meio de lei municipal, que referenda o seu aparato financeiro e institucional e impede a descaracterização da política; e a participação de alguns atores que representa um aparato motivacional para a perenidade do Programa.
