Analysis of the brazilian potential for electricity generation from photovoltaic solar energy sources and biogas in the context of distributed generation

Resumo: This study aimed to present the current scenario of solar energy and biogas sources in Brazil, analyzing the potential of these sources for the generation of electric energy connected to the grid, in the so-called distributed generation. This topic is relevant, especially because, as of 2012, with the Normative Resolution 482 of the Agência Nacional de Energia Elétrica (ANEEL) - National Electric Energy Agency -, the possibility of generating energy credits was introduced in the market, which is injected into the utility's grid and, subsequently, compensated by the consumer. With the increase in distributed generation, a change in the normative resolution is foreseen, resulting in the need for greater calculations of the economic viability of the undertakings. ANEEL proposed five possible alternatives for changing the compensation of generated credits, where alternatives 4 and 5 would make investments in distributed generation unfeasible. Draft Bill No. 2 of 2019, on the other hand, brings a less pessimistic scenario for the future of distributed generation, which will not make investments unfeasible and will continue to keep the market expanding.

Este tema es relevante especialmente porque, a partir de 2012, con la Resolución Normativa 482 de la Agência Nacional de Energia Elétrica (ANEEL) - Agencia Nacional de Energía Eléctrica -, se insertó en el mercado la posibilidad de generar créditos de energía, que son inyectados en la red de la concesionaria y, posteriormente, compensados por el consumidor. Con el aumento de la generación distribuida, se prevé una alteración en la resolución normativa, lo que se traduce en la necesidad de mayores cálculos de viabilidad económica de las empresas. ANEEL propuso cinco posibles alternativas para cambiar la compensación de los créditos generados, donde las alternativas 4 y 5 harían inviables las inversiones en generación distribuida. El Proyecto de Ley nº 2 de 2019, en cambio, trae un escenario menos pesimista para el futuro de la generación distribuida, que no hará inviables las inversiones y seguirá manteniendo el mercado en expansión.Este estudo teve como objetivo apresentar o cenário atual das fontes de energia solar e do biogás no Brasil, analisando o potencial dessas fontes para a geração de energia elétrica conectada à rede, na chamada geração distribuída. Esse tema é relevante especialmente porque, a partir de 2012, com a Resolução Normativa 482 da Agência Nacional de Energia Elétrica (ANEEL), inseriu-se no mercado a possibilidade de geração de créditos de energia, que são injetados na rede da concessionária e, posteriormente, compensados pelo consumidor. Com o aumento geração distribuída, está prevista uma alteração da resolução normativa, acarretando a necessidade de maiores cálculos de viabilidade econômica dos empreendimentos. A ANEEL propôs cinco alternativas possíveis para alteração da compensação dos créditos gerados, onde as alternativas 4 e 5 inviabilizariam os investimentos em geração distribuída.
