Resumo: The public health workforce studies are scarce, particularly in dentistry. This longitudinal study of the dentistry human resources in the SUS primary and secondary care was based on microdata from the National Program to Improve Access and Quality of Primary Care evaluation and was intended to analyze the hiring, type of employment relationship and hiring mechanism of dental surgeons, taking the population size of the municipalities into consideration, in the Brazilian Unified Health System (SUS) primary and secondary care. The data was evaluated through descriptive statistical analysis and paired t test. It was concluded that considering the population size of the municipalities, the differences in the contract types, employment relationship and the way of hiring in the metropolises and in the small and medium size municipalities were evident. In the secondary care, the highest salaries are concentrated in large size municipalities and in the metropolises; evidencing a lack of regulation in the State and the need for policies which involve the human resources management at SUS.

Este estudio longitudinal de recursos humanos en odontología dentro de la atención primaria y secundaria del SUS se basó en microdatos de las evaluaciones del Programa Nacional de Mejoramiento del Acceso y Calidad de la Atención Primaria (PMAC) y tuvo como objetivo analizar la contratación, tipo de vínculo y mecanismo de admisión de odontólogos, teniendo en cuenta el tamaño de la población de los municipios, en la atención primaria y secundaria del SUS. Los datos se evaluaron mediante análisis estadístico descriptivo y prueba t pareada. Se concluyó que, considerando el tamaño poblacional de los municipios, fueron evidentes las diferencias en los tipos de contratación, vinculo y mecanismos de admisión en las metrópolis y en los municipios pequeños y medianos. En la atención secundaria, los salarios más altos se concentran en las metrópolis y los grandes municipios; revelando la falta de regulación estatal y la necesidad de políticas que involucren la gestión de los recursos humanos en el SUS.Os estudos de caracterização da força de trabalho em saúde no setor público são escassos, principalmente na odontologia. Esse estudo longitudinal dos recursos humanos em odontologia na atenção primária e secundária no SUS foi baseado nos micro dados nas avaliações do Programa Nacional de Melhoria do Acesso e Qualidade da Atenção Básica (PMAQ); e teve como objetivo analisar a contratação, tipo de vínculo e mecanismo de ingresso de cirurgiões dentistas, levando em conta o porte populacional dos municípios, na atenção básica e secundária do SUS. Os dados foram avaliados por meio de análise estatística descritiva e teste t pareado. Concluiu-se que em consideração ao porte populacional dos municípios foram evidentes as diferenças de tipos de contrato, vínculo e forma de ingresso nas metrópoles e nos municípios de pequeno e médio porte.
