The pedagogy of competences in the Institutional Pedagogical Political Project of the Federal Institute of Education, Science and Technology of Ceará: a brief analysis

Resumo: The objective of this article is to make a correlation between the pedagogy of competences and the pedagogy of competences and the political pedagogical project of the Federal Institute of Education Science and Technology of Ceará. This study discusses the relationship between the Institutional Pedagogical Political Project of the Federal Institute of Professional and Technological Education of Ceará (IFCE) and the pedagogy of competences, through works developed by authors of the human capital theory, of the critical analyzes carried out by renowned authors such as Marise Ramos, Gaudêncio Frigotto, Demerval Saviani, Acácia Zeneida Kuenzer and Silvia Maria Manfredi, as well as through the ideas of Philippe Perrenoud, the main exponent of this pedagogical theory. In methodological terms, the research is classified as a documentary bibliography. The results pointed out the intrinsic relationship between the development of skills pedagogy, the changes in the productive model that started in the second half of the 20th century and the discussions developed by the theory of human capital. It was also possible to observe the strong presence of the mentioned pedagogical theory in the laws that guide and regulate Brazilian education, specifically, professional and technological education. Finally, it was concluded that the Institutional Pedagogical Political Project of IFCE has principles of pedagogy of competences, which is consistent with studies on the insertion of the aforementioned pedagogical theory in Brazilian professional and technological education.

Este estudio discute la relación entre el Proyecto Político Pedagógico Institucional del Instituto Federal de Educación Profesional y Tecnológica de Ceará (IFCE) y la pedagogía de competencias, a través de trabajos desarrollados por autores de la teoría del capital humano, de los críticos analizados realizados por reconocidos autores como Marise Ramos, Gaudêncio Frigotto, Demerval Saviani, Acácia Zeneida Kuenzer y Silvia Maria Manfredi, así como a través de las ideas de Philippe Perrenoud, el principal exponente de esta teoría pedagógica. En términos metodológicos, la investigación se clasifica como una bibliografía documental. Los resultados señalaron la relación intrínseca entre el desarrollo de la pedagogía de habilidades, los cambios en el modelo productivo que comenzaron en la segunda mitad del siglo XX y las discusiones desarrolladas por la teoría del capital humano. También fue posible observar la fuerte presencia de la mencionada teoría pedagógica en las leyes que guían y regulan la educación brasileña, específicamente, la educación profesional y tecnológica. Finalmente, se concluyó que el Proyecto Político Pedagógico Institucional del IFCE tiene principios de pedagogía de competencias, lo cual es consistente con los estudios sobre la inserción de la teoría pedagógica antes mencionada en la educación profesional y tecnológica brasileña.O objetivo desse artigo é fazer uma correlação entre a pedagogia das competências e a pedagogia das competências e o projeto político pedagógico do Instituto Federal de Educação Ciência e Tecnologia do Ceará. O presente estudo discute arelação existente entre o Projeto Político Pedagógico Institucional do Instituto Federal de Educação Profissional e Tecnológica do Ceará (IFCE) e a pedagogia das competências, por meio de trabalhos desenvolvidos por autores da teoria do capital humano, das análises críticas realizadas por autores renomados como Marise Ramos, Gaudêncio Frigotto, Demerval Saviani, Acácia Zeneida Kuenzer e Silvia Maria Manfredi, bem como através das idéias de Philippe Perrenoud, principal expoente da referida teoria pedagógica. Em termos metodológicos, a pesquisa é classificada como bibliográfico documental. Os resultados apontaram a intrínseca relação entre o desenvolvimento da pedagogia das competências, as mudanças no modelo produtivo iniciadas a partir da segunda metade do século XX e as discussões desenvolvidas pela teoria do capital humano. Também foi possível observar a forte presença da mencionada teoria pedagógica nas legislações que orientam e regulam a educação brasileira, especificamente, a educação profissional e tecnológica.
