Remote education in Brazilian federal universities: challenges and adaptations of education during the COVID-19 pandemic

Resumo: Due to the onset of Sars-Cov-2, a viral infection spread around the world, causing a pandemic. There was a need to comply with measures of social distancing, causing several sectors to interrupt their face-to-face activities. From this perspective, the academic routine was also affected, generating the need for adaptations in education, with the implementation of remote teaching, after authorization by the Ministry of Education, through Ordinance N. 544/2020. This study aims to report and discuss remote education at federal universities in Brazil. This is a descriptive, qualitative and documentary study on the characteristics of the offer of remote education. Primary data sources were used in the public domain. The population was composed of all federal universities in Brazil, totaling 69 institutions. The sample consisted of 65 institutions offering courses in the health area. Of the universities analyzed, 84.6% adopted remote education, 12.3% did not start the schedule and 3.1% did not report on their website. The pioneer universities in the access to remote education are located in the Northeast (17.7%) and Southeast (5.5%) regions, the North has the largest number of institutions that did not start the schedule (44.4%). There was no suspension of research activities (93.4%), nor extension (95.2%). The challenges resulting from COVID-19 pandemic led federal institutions to analyze teaching alternatives. Remote education was adopted by most universities as a possibility for continuity of education in the field of teaching, research and extension.

Fue necesario cumplir las medidas de distanciamiento social, lo que hizo que varios sectores interrumpieran sus actividades presenciales. Desde esta perspectiva, la rutina académica también se vio afectada, generando la necesidad de adaptaciones en la educación, por lo que se implementó la enseñanza remota, con previa autorización del Ministerio de Educación, a través de la Ordenanza Nº 544/2020. Este estudio tiene como objetivo informar y discutir la educación remota en universidades federales en Brasil. Se trata de un estudio descriptivo, cualitativo y documental sobre las características de la oferta de educación remota. Fuentes de datos primarios se utilizaron en el dominio público. La población fue compuesta por todas las universidades federales de Brasil, que suman 69 instituciones. Mientras que la muestra consistió en 65 instituciones que ofrecen cursos en el área de salud. De las universidades analizadas, el 84,6% adoptó la educación a distancia, el 12,3% no inició el calendario y el 3,1% no reportó en su sitio web. Las universidades pioneras en el acceso a la educación remota se encuentran en las regiones Noreste (17,7%) y Sureste (5,5%), el Norte tiene el mayor número de instituciones que no iniciaron el calendario (44,4%). No hubo suspensión de las actividades de investigación (93,4%), ni extensión (95,2%). Los retos de la pandemia COVID-19 llevaron las instituciones federales a analizar alternativas de enseñanza. La educación remota fue adoptada por la mayoría de las universidades como una posibilidad de continuidad de la educación en el campo de la enseñanza, la investigación y la extensión.Em decorrência do surgimento do Sars-Cov-2, uma infecção viral se alastrou pelo mundo, causando uma pandemia. Houve a necessidade de cumprir medidas de distanciamento social, fazendo com que diversos setores interrompessem suas atividades presenciais. Nessa perspectiva, a rotina acadêmica também foi afetada, gerando a necessidade de adaptações na educação, dessa forma, o ensino remoto foi implementado, após autorização pelo Ministério da Educação, através da Portaria Nº 544/2020. Este estudo objetiva relatar e discutir o ensino remoto nas universidades federais do Brasil. Trata-se de um estudo descritivo, qualitativo e documental sobre as características da oferta do ensino remoto. Foram utilizadas fontes de dados primários, em domínio público. A população foi composta por todas as universidades federais do Brasil, que juntas somam 69 instituições. Enquanto a amostra foi constituída por 65 instituições que ofertam cursos na área da saúde. Das universidades analisadas, 84,6% adotaram o ensino remoto, 12,3% não iniciaram o cronograma e 3,1% não informaram em seu website. As universidades pioneiras na adesão ao ensino remoto localizam-se na região Nordeste (17,7%) e Sudeste (5,5%), o Norte possui o maior número de instituições que não iniciaram o cronograma (44,4%). Não houve suspensão das atividades de pesquisa (93,4%), tampouco da extensão (95,2%). Os desafios enfrentados diante da pandemia de COVID-19 levaram as instituições federais a analisar alternativas de ensino.
