Multidisciplinary analysis of a forbidden fishery: case study of the fishery of goliath groper Epinephelus itajara (Lichtenstein, 1822) in Pará coast, oriental Amazon

Resumo: | The goliath grouper is an endangered species that has had a moratorium instituted since 2002, valid until 2023. However, catches are common in many Amazonian ports and, in this scenario, the objective of this study was to obtain information from fishermen in Pará about the efficiency and applicability of legislation current, in the State of Pará and through a multidisciplinary analysis (RAPFISH), characterize these fisheries in their economic, social, ecological, technological and management aspects. The data were obtained through interviews with semi-structured forms applied to fishermen, masters and vessels owners in the period from August 2016 to March 2017, in the municipalities of Bragança, Curuçá and Viseu using the “snowball” technique. The data were tabulated and analyzed in Microsoft Office Excel spreadsheets. The total of 60 interviews was conceived to equalize the number of fishermen in each location studied (20 per municipality). The use of the RAPFISH methodology allowed to characterize and evaluate the fishing of Epinephelus itajara, under five dimensions and in terms of sustainability. However, in none of them was it possible to verify any indications of maintenance of this fishery. The goliath grouper fishing on the coast of Pará is quite common, where inspections, seizures and punishments are rare. In this sense, it is reiterated the requirement for more expressive monitoring in order to minimize the deleterious effects of this practice on natural populations. |

Sin embargo, las capturas son comunes en muchos puertos amazónicos y, en este escenario, el objetivo de este trabajo era obtener información de los pescadores en Pará sobre la eficiencia y la aplicabilidad de la legislación actualmente, en el estado de Pará y mediante un análisis multidisciplinario (RAPFISH), caracterizan a estas pesquerías en sus aspectos económicos, sociales, ecológicos, tecnológicos y de gestión. Los datos se obtuvieron a través de entrevistas con formas semiestructuradas aplicadas a pescadores, capitanes y propietarios de embarcaciones en el período de agosto de 2016 a marzo de 2017, en los municipios de Bragança, Curuçá y Viseu utilizando la técnica de "bola de nieve". Los datos se tabularon y analizaron en hojas de cálculo de Microsoft Office Excel. El total de 60 entrevistas se diseñó para igualar el número de pescadores en cada ubicación estudiada (20 por municipio). El uso de la metodología RAPFISH permitió caracterizar y evaluar la pesca de Epinephelus itajara, en cinco dimensiones y en términos de sostenibilidad. Sin embargo, en ninguno de ellos fue posible verificar cualquier indicación de mantenimiento de esta pesquería. La simple pesca en la costa de Pará es bastante común, donde las inspecciones, las incautaciones y los castigos son raros. En este sentido, se reitera la necesidad de un monitoreo más expresivo para minimizar los efectos nocivos de esta práctica en las poblaciones naturales.O mero é uma espécie ameaçada que tem uma moratória instituída desde 2002, válida até 2023. No entanto, em nenhuma delas foi possível verificar quaisquer indicativos de manutenção desta pesca. A pesca do mero no litoral paraense é bastante comum, onde as fiscalizações, apreensões e punições são raras.
