Critical presentation of the European Digital Competence Framework (DigComp) and related frameworks

Resumo: The purpose of this article is to critically present to the Portuguese-language reader the series of documents on digital competences called DigComp, prepared by the European Commission’s Joint Research Center (JRC), in addition to other related reports. The methodology included research on the Internet, a systematic literature review and critical reading of documents. The results indicated that these documents are based on a series of Communicatios of the European Commision and Recommendations of the European Parliament, published between 2006-2018, which point to the necessary competences for lifelong learning, amongst which digital competences, besides presenting the commitments made by the European Union on this front. Different frameworks were then developed: DigComp 1.0, DigComp 2.0 and DigComp 2.1, aimed at citizens, in addition to DigComp into action, with examples and practical cases; DigCompEdu, DigCompOrg and OpenEdu, focused on education; and DigCompConsumers and EntreComp, focused on business, in addition to EntreComp into action, with examples and practical cases. These documents are presented, compared, and discussed. Studies of general trends in these areas were also identified, which are mentioned but not discussed in this article, on topics such as: MOOCs, makerspaces, learning analytics, computational thinking, blockchain and policies for the integration and innovative use of digital technologies in education. The article concludes that these frameworks are important milestones for understanding and developing digital competences, however, there is not a wealth and series of similar documents developed in Brazil.

La metodología incluyó buscas en Internet, una revisión sistemática de la literatura y una lectura crítica de los documentos. Los resultados indicaron que estos documentos se basan en una serie de Comunicaciones de la Comision Europea y Recomendaciones del Parlamento Europeo, publicadas desde 2006 hasta 2018, que señalaban las competencias necesarias para el aprendizaje al largo de la vida, entre las cuales la ‘competencia digital’, además de presentar los compromisos de la Union Europea em ese tema. Luego se desarrollaron diferentes marcos: DigComp 1.0, DigComp 2.0 y DigComp 2.1, dirigidos a los ciudadanos, además de DigComp into action, con ejemplos y casos prácticos de su uso; DigCompEdu, DigCompOrg y OpenEdu, centrados en la educación; y DigCompConsumers y EntreComp, centrados en los negocios, además de EntreComp into action, también con ejemplos y casos prácticos de su uso. Estos documentos se presentan, comparan y discuten, analizando la dificultad de atomizar y evaluar las competencias digitales. También se identificaron estudios de tendencias generales en estas áreas, que se mencionan, pero no se discuten en este artículo, sobre temas como: MOOC, makerspaces, learning analytics, pensamiento computacional, blockchain y políticas para la integración y el uso innovador de tecnologías en educacion. El artículo concluye que estos marcos son referencias importantes para la comprensión y el desarrollo de las competencias digitales, sin embargo, no hay y una serie de documentos similares desarrollados en Brasil.O objetivo deste artigo é apresentar criticamente ao leitor de língua portuguesa a série de documentos sobre competências digitais denominados DigComp, elaborados pelo Joint Research Centre (JRC) da Comissão Europeia, além de outros relatórios relacionados. A metodologia compreendeu pesquisas na Internet, uma revisão sistemática de literatura e a leitura crítica dos documentos. Os resultados indicaram que esses documentos estão baseados em Comunicações da Comissão Europeia e Recomendações do Parlamento Europeu publicadas entre 2006 e 2018, que apontam as competências necessárias para a aprendizagem ao longo da vida, dentre as quais a competência digital, além de apresentarem os compromissos da União Europeia em relação a essa temática. A União Europeia elaborou então diferentes frameworks ou marcos: DigComp 1.0, DigComp 2.0 e DigComp 2.1, voltados para os cidadãos, além do DigComp into action, com exemplos e casos práticos de seu uso; DigCompEdu, DigCompOrg e OpenEdu, voltados à área da educação; e DigCompConsumers e EntreComp, voltados ao ambiente dos negócios, além do EntreComp into action, também com exemplos e casos práticos de seu uso. Este artigo apresenta, compara e discute esses documentos, analisando a dificuldade em se fragmentar e avaliar competências digitais. A pesquisa identificou também estudos de tendências gerais nessas áreas, que o artigo menciona, mas não discute, sobre temas como: MOOCs, makerspaces, learning analytics, pensamento computacional, blockchain e políticas para a integração e o uso inovador de tecnologias digitais na educação.
