THE CHALLENGES OF PARTICIPATION WITHIN THE NATIONAL SYSTEM OF CONSERVATION UNITS: A CASE STUDY ON THE COUNCIL OF GURUPI BIOLOGICAL RESERVE, MARANHÃO, BRAZIL

Resumo: The National System of Nature Conservation Units provides for the creation of councils to assist in the management of protected areas. Despite this legal guarantee, it does not ensure effective participation of the population in practice. Therefore, the objective of this article is to discuss the process of establishment and functioning of these spaces, through the case study of the council of Gurupi Biological Reserve, Maranhão, Brazil. To do so, we analyzed the minutes of the meetings of this council, held between 2012 and 2017. The results of this analysis demonstrate that after the creation of the council, discussions about the reserve, previously limited to the institutional sphere, were expanded. However, we found that the guidelines governing the council, as well as the disputes that arise within this space, impose various limits on the participation of the population in the decision-making processes regarding its functioning and performance. Based on the above, we conclude that changes are necessary to make the council space more participatory and democratic.

A pesar de esta garantía legal, esto no asegura que en la práctica haya una participación efectiva de la población. Por lo tanto, el objetivo de este artículo es discutir el proceso de constitución y funcionamiento de estos espacios, a través del estudio de caso del consejo de la Reserva Biológica de Gurupi, Maranhão, Brasil. Para ello, analizamos las actas de las reuniones de este consejo, realizadas entre 2012 y 2017. Los resultados de este análisis demuestran que después de la creación del consejo, las discusiones acerca de la reserva, antes restringidas al ámbito institucional, se ampliaron. Sin embargo, constatamos que las directrices que rigen el consejo, así como las disputas que se establecen en este espacio, imponen diversos límites a la participación de la población en los procesos decisorios que involucran su funcionamiento y actuación. A partir de lo expuesto, concluimos que se requieren cambios para hacer el espacio del consejo más participativo y democrático.O Sistema Nacional de Unidades de Conservação da Natureza prevê a criação de conselhos gestores para auxiliar na gestão das áreas protegidas. Apesar dessa garantia legal, isso não assegura que na prática haja uma participação efetiva da população. Assim, o objetivo deste artigo é discutir sobre o processo de constituição e funcionamento desses espaços, mediante o estudo de caso do conselho da Reserva Biológica do Gurupi, Maranhão, Brasil. Para tanto, analisamos as atas das reuniões desse conselho, realizadas entre 2012 e 2017. Os resultados dessa análise demonstram que após a criação do conselho as discussões acerca da reserva, antes restritas ao âmbito institucional, foram ampliadas. Todavia, constatamos que as diretrizes que regem o conselho, assim como as disputas que se estabelecem nesse espaço, impõem diversos limites à participação da população nos processos decisórios envolvendo seu funcionamento e atuação.
