Resumo: This dissertation has the object of its analysis of socio-educational public policy. The overall goal is to Investigate and understand the constitution and Objectives of socio-educational, Announced in the State of Paraná in the Guiding Notebook "Social Practices-education" The research problem is: how is and what the goals of socio-educational state of Paraná, in the text of the Guiding Notebook "Social Practices-education"? To address the problem we Conducted archival research and literature on the historical constitution of assistance to children and youth at the national and at the state level and the such, we analyze the text Guiding Notebook “Social-education Practices” for understanding That this are the theoretical basis for the socio-educational and Proposed Objectives of the educational practices of this "new articulation." Thus the nature of the study is a survey of theoretical character that is based on literature review and document content. We Establish a dialogue with authors who have discussed the issue and assist us in understanding the meanings of utterances ideological and theoretical research. The method we adopt historical materialism, Thereby analyze the object in Conjunction with the historical setting of capitalist social relations That legitimate social regulation strategies. The considerations That we are That socio-educational, That the term has received recent notoriety in the social state of Paraná from the years of 2005/2006, is composed from the complex in Which They operate different policies, social, educational and criminal, is the constituted such a statement and the ideological sign that represents a specific view of the world. The socioeducational, although Considered distinct from education, allied himself with this wish by refocusing, re-educate adolescents in conflict with the law. The term "socio-educational" comes with new approaches in the assistance to adolescents in conflict with the law, yet converges with goals of previous legislation, with utterances produced the document called "Education: A treasure to discover", known as "Jacques Delors Report "with education and Associated speeches. O objetivo geral é investigar e compreender a constituição e os objetivos da socioeducação, anunciada no Estado do Paraná e expressa no texto do Caderno Orientador “Práticas de Socioeducação”. A problemática da pesquisa é: como se constitui e quais são os objetivos da socioeducação no Estado do Paraná, presente no texto do Caderno Orientador “Práticas de Socioeducação”? Para responder ao problema realizamos pesquisa documental e bibliográfica sobre a constituição histórica do atendimento ao público infanto-juvenil em nível nacional e em nível estadual e, a partir de tal, analisamos o texto do Caderno Orientador “Práticas de Socioeducação”, por compreendermos que neste encontram-se as bases teóricas para a proposta de socioeducação e os objetivos das práticas educativas dessa “nova enunciação”. Assim a natureza do estudo é de uma pesquisa de caráter teórico que se fundamenta em análise bibliográfica e de conteúdo de documentos. Estabelecemos uma interlocução com autores que vêm discutindo a temática e que nos auxiliam na compreensão dos significados dos enunciados teóricos e ideológicos em investigação. Como método, adotamos o materialismo histórico, desse modo analisamos o objeto em articulação com o cenário histórico das relações sociais capitalistas que legitimam estratégias de regulação social. As considerações a que chegamos são de que a Socioeducação, um termo recente que recebeu notoriedade social no Estado do Paraná a partir dos anos de 2005/2006, compõe-se a partir de um complexo em que se inserem diversas políticas, a social, a educacional e a penal, constitui-se como um enunciado e, como tal, signo ideológico que representa uma visão específica de mundo. A socioeducação, embora considerada como distinta da educação, alia-se a esta por pretender reorientar, reeducar os adolescentes em conflito com a lei. O termo “socioeducação” procede com novas abordagens no atendimento ao adolescente em conflito com a lei; todavia, converge com objetivos de legislações anteriores, com enunciações produzidas no documento denominado como “Educação Um Tesouro a Descobrir”, conhecido como “Relatório Jacques Delors” e com discursos associados à educação.
