Atuação de rede intersetorial de políticas públicas para a Escuta Especializada de crianças e adolescentes vítimas de violência sexual: um estudo sobre as alternativas construídas pela REDE/Cascavel e pela RIPS/Toledo

Resumo: The law 13.431/2017 and decree 9.603/2018 have established the Rights Assurance System for children and adolescents who are victims or witnesses of abuse have fostered disputes to interpret the purpose and way of carrying out Structured Interview. These laws have defined that the procedure to be adopted is the interview, in addition to presuppose the intersectoral and interdisciplinary work link to take care of children and adolescents, who are victims of sexual abuse. Based on the challenges created by these laws, this thesis discussed about the importance of an intersectoral network, and what the social service contribution is in it to establish a Structured Interview procedure to take care for those victims. Thus, the research was based on following question: has the process of constructing the reference for the Structured Interview in REDE and RIPS been carried out according to the intersectoral premises in REDE, set out in PNEVSCAs and in the aforementioned laws? The time series study was from 2017 to 2021. So, this research aimed at identifying the contributions of intersectionality and network references for strategies adopted within the scope of the Attention and Social Protection Network – REDE - Cascavel and the Intersectoral Social Protection Network – RIPS - Toledo to organize the Structured Interview to protect children and adolescents who were sexually abused. These public policy networks were the research study place. The content of this thesis is a consequence of an investigation carried out on bibliographic, documentary and field research, in which the data analysis methodology was qualitative. The bibliographic research aimed to deepen the theoretical studies on intersectoriality and networking themes. The documentary research aimed at collecting data in documents organized by REDE and RIPS. The field research aimed at using the semi-structured interview as a technique for data collection with the subjects, foreseen in the sample, and with those who accepted to take part in the investigation process preserved by answering the questions in the script. Along the research, the subjects’ integrity and identity were saved, respecting the principles of the Social Assistants’ Code of Ethics and standardizations of the Research Ethics Committee (REC) of Unioeste. It was possible to identify that the agreements were the main strategies to establish protocols and flows to carry out the Structured Interview according to the obtained results. However, regarding the analyzed networks, one of them did not adopt and the other adopted intersectoriality and interdisciplinarity as a premise of its strategy for the effectiveness of such Structured Interview. It was observed that intersectoriality and network among public policies do not happen naturally and easily. Since they are a result of a political action that has several difficulties, including listening to children and adolescents who are under sexual abuse situation.

Essas legislações definem que o procedimento a ser adotado é o da entrevista, além de pressuporem a articulação do trabalho intersetorial e interdisciplinar para o atendimento de crianças e adolescentes vítimas de violência sexual. A partir dos desafios criados por essas legislações, esta Dissertação buscou refletir sobre a importância de uma rede intersetorial, e nela a contribuição do serviço social para o estabelecimento do procedimento da Escuta Especializada, com vistas aos cuidados para essas vítimas. Para isso, a pesquisa realizada buscou responder à seguinte questão: o processo de construção do referencial para a entrevista da Escuta Especializada na REDE e na RIPS está sendo feito segundo as premissas intersetorial em rede, dispostas nos PNEVSCAs e nas citadas legislações? O recorte temporal compreendeu os anos de 2017 a 2021 e a pesquisa teve o objetivo geral de identificar as contribuições dos referenciais da intersetorialidade e do trabalho em rede para as estratégias adotadas no âmbito da Rede de Atenção e Proteção Social - REDE-Cascavel e da Rede Intersetorial de Proteção Social - RIPS-Toledo para a estruturação da Escuta Especializada com vistas ao atendimento protetivo às crianças e adolescentes vítimas de violência sexual. Essas redes de políticas públicas foram os ambientes da pesquisa. O conteúdo dessa Dissertação adveio de uma investigação feita por meio da pesquisa bibliográfica, documental e de campo, em que a metodologia de análise dos dados foi de natureza qualitativa. A pesquisa bibliográfica objetivou aprofundar a reflexão teórica sobre o tema da intersetorialidade e do trabalho em rede. A pesquisa documental objetivou a coleta de dados em documentos elaborados pela REDE e pela RIPS. A pesquisa de campo objetivou utilizar como técnica para a coleta de dados a entrevista semiestruturada para com os sujeitos, previstos na amostra, e, que aceitaram participar da investigação respondendo às questões presentes no roteiro. O desenvolvimento da pesquisa preservou a integridade e a identidade dos sujeitos, respeitando os princípios do Código de Ética do/a Assistente Social e as normatizações do Comitê de Ética em Pesquisa (CEP) da Unioeste. Com os resultados obtidos, foi possível identificar que as pactuações foram as estratégias centrais para o estabelecimento dos protocolos e dos fluxos para a realização da Escuta Especializada. Todavia, no caso das redes analisadas, uma não adotou e a outra adotou a intersetorialidade e a interdisciplinaridade como premissa da sua estratégia para a efetivação dessa Escuta. Verificou-se que a intersetorialidade e o trabalho em rede entre as políticas públicas não acontecem de maneira natural e de forma fácil.
