Anos de vida penalmente perdidos, custo socioeconômico e custo efetivo dos presos do estado do Paraná

This study presents a new indicator called Real Years of Prison Life Lost (RYPLL), developed to calculated the socioeconomic cost of the years lost by the prisoners of the prison system of Parana state, as a result of the prison in closed regime of fulfillment of sentence. Then, we came to the Effective Cost, which was considered as the sum of the cost of maintenance (economic-financial) and the cost of Real Years of Prison Life Lost (socioeconomic). The RYPLL study was obtained from an adaptation of the American study of Years of Potential Life Lost (YPLL). The data were secondary and were obtained from the Penitentiary Department of the Paraná, a Brazilian State. To carry out the calculation, it was necessary to access the individual files of each one of the 17,742 prisoners of the Paraná State Penitentiary System. The study, therefore, is quantitative and qualitative and allowed to reach the result of the Effective Cost of R$ 4.649.405.285,62 (four billions, six hundred and forty nine millions, four hundred and five thousand, two hundred and eighty five Brazilian Reais and sixty two cents), when the regional minimum wage is considered as the basis of calculation, and R$ 4.117.057.744,54 (four billions, a hundred and seventeen millions, fifty and seven thousand, seven hundred and forty four Brazilian Reais and fifty four cents), when the average per capita income in Parana State is considered as the basis for calculation.
