Modelo teórico de um sistema para data warehouse como ferramenta para pesquisas sobre políticas públicas

This study presents a theoretical modeling of a Data Warehouse system capable of acting as a support tool for research aimed at public policies in the context of family farming. It deals with the issue of public policy evaluation for family farming, seeking to answer: how to model a Data Warehouse system in the context of public policies for family farming? The research was developed, methodologically, in three distinct moments: 1) construction of a bibliographic portfolio representative of the topic under study; 2) perform a systematic review of the bibliographic portfolio, and; 3) present a theoretical model of a Data Warehouse system based on gaps, convergences between objectives, methodological synthesis, results and conclusions identified in the systematic review. The results of the bibliographic portfolio formation infer that the use of bibliometric techniques and procedures are efficient in the formation of a representative portfolio of the theme. It is noteworthy that the inferences and conclusions can be generalized only to the context of research on the topic of Public Policies for Family Farming. The results of the systematic review identified, synthetically, that actions focused on the theme should: a) consider the beneficiaries and the local social, cultural and economic realities, as the main factors in the phases of the public policy cycle, in order to then delimit the objects and public policy objectives; b) implement subsidies for analyzes and evaluations capable of stimulating, mainly with Brazilian researchers, research with quanti-quali approaches; c) increase transparency through the improvement of public portals, with the development and implementation of tools for accessing public data and information, and new tools and methodologies for evaluation, and; d) encourage the confrontation of (normative) selfevaluations with the perceptions of beneficiaries and local communities, involving all actors in the process. Based on these understandings and results, it became possible to propose the theoretical model of the Spufree system, which shows itself as a data warehouse system of low operational complexity, capable of stimulating collaborative and shared participation, contributing to broaden the understanding of public policies by part of beneficiaries, enable continuous assessments, reuse data and information to compare technical assessments with the perceptions of beneficiaries, expand the density of connections between researchers, scientists and institutions in Brazil, and expand and encourage the transparency of data and information . Thus, it is evident that the Spufree system is able to expand access to information for the evaluation of public policies in the context of family farming, as it can provide subsidies for the inclusion of beneficiaries, or their representatives, in the process of evaluating actions government, and in addition to family farming, the proposal brings a new form of collaboration and sharing of data and information for researchers and scientists from the most diverse areas of knowledge.
