Resumo: The present work aims to objective to investigate the state and the Okanto NGO in combating the practice of Female Genital Excision" FGE" in Guinea Bissau. Methodologically, the work carried out a literature review on categories that make up the work, such as: culture, tradition, human rights and women right. The review was also documentary, mainly carried out in national and international organizations, actions and practice to combat Female Genital Excision and advances on primary documents carried out by the NGO Okanto. The exhibition of the work is made in three chapters. Initially, they are contextualized: the space in which the issue is addressed, the issues inherent to the political and cultural consolidation of Guinea Bissau and the issue of the EFG, which is broader than the local debate. In the sequence, in depht, finally, it seeks to demonstrate, with documentary, historical and practical elements, the performance of the non- governmental organization Okanto in practice againts EFG. Guinea Bissau in terms of protection of the rights of children and women. The activities of NGO's working in this field, such as OKANTO, have resulted in the public declaration of communities regarding the abandonment of the EFG practice, through training, information and awarness-raising. However, there is a need to expand such actions, articulating with state actions and public policy.

Para sua concretização, inicialmente, reunimos as produções científicas as quais permitiram discutir as compreensões até então vigentes, a respeito da EGF em Guiné-Bissau. Em seguida, analisamos o marco teórico conceitual e documentos referentes à prática de excisão genital feminina, no sentido de avaliar a sua eficácia em termos de políticas públicas. O desenvolvimento desta pesquisa teve lugar na Guiné-Bissau, concretamente na ONG Okanto, que fica localizada na capital guineense (Bissau), onde foi realizado trabalho de campo. Entendemos que é de suma relevância pesquisar sobre esta temática, haja vista as marcas que tal violência deixa nas mulheres e meninas, na saúde física e mental. O choque da tradição cultural com os direitos humanos é a principal causa de luta do Estado e das organizações não governamentais para abolição da prática de EGF no país. Percebe-se que o combate à excisão exige uma maior ação da política governativa na Guiné-Bissau em matéria de proteção dos direitos das crianças e mulheres.
