SYSTEMS OF COSTS IN THE PUBLIC AND PRIVATE SECTORS: AN ANALYSIS FROM A FRAGMENT OF THEORETICAL AND EMPIRICAL LITERATURE

Resumo: Aiming to analyze the theoretical and empirical studies carried out on cost systems from the perspective of the public and private sectors, a fragment of the literature was selected using Proknow-C, finding 28 theoretical and 39 empirical articles. The following variables were analyzed: authors and periodicals; research networks; organizational context; paradigm of research; characteristics, functions and processes. Kaplan stands out among the authors, as well as with the periodical Management Accounting Review (MAR) and Revista de Administração Pública (RAP). The positivist paradigm is pointed out as predominant. Finally, the concepts used in the public and private sectors highlight the differences between the two.

Se analizaron las variables: autores y periódicos en destaque; redes de investigación; contexto organizacional; paradigma de la investigación; características, funciones y procesos. Kaplan se destaca entre los autores, así como los periódicos Management Accounting Review (MAR) y la Revista de Administração Pública (RAP). Se apunta el paradigma positivista como predominante. Por último, los conceptos utilizados en los sectores público y privado resaltan las diferencias entre ambos.Visando analisar os estudos teóricos e empíricos realizados sobre sistemas de custos a partir da perspectiva dos setores público e privado foi selecionado um fragmento da literatura, com o uso do Proknow-C, encontrando 28 artigos teóricos e 39 empíricos. Foram analisadas as variáveis: autores e periódicos em destaque; redes de pesquisa; contexto organizacional; paradigma da pesquisa; características, funções e processos. Kaplan destaca-se entre os autores, assim com os periódicos Management Accounting Review (MAR) e Revista de Administração Pública (RAP). Aponta-se o paradigma positivista como predominante.
