THE APPROPRIATION OF THE MEDICAL-ANTHROPOLOGICAL DISCOURSE BY THE BRAZILIAN LEGISLATIVE POWER: : EUGENICS AS A REGENERATING UTOPIA IN THE CONSTITUENT OF 1934

Resumo: Between the end of the 19th century and the first decades of the 20th century, Brazilian intellectuals identified themselves with medical-anthropological discourses, which apparently presented paths for the development of the country through modern and regenerating social engineering projects. Among these paradigms, eugenics, a theory created by Francis Galton, conquered followers from different areas, some of them with prominent political roles. This article analyses the diffusion of eugenic ideas in debates held in the legislative power contexts during the National Constituent Assembly, between 1933 and 1934. The research sources were the Annaes da Assembléa Nacional Constituinte, which were published by the National Press in Brazil. The article seeks to understand how eugenics influenced debates on education, public health, immigration, and marriage.

Entre estos paradigmas, la eugenesia, una teoría forjada por Francis Galton, atrajo a seguidores de diversas áreas, algunos con roles políticos prominentes. Este artículo analiza la difusión de la ideología eugenésica en los debates celebrados en el marco del poder legislativo, durante la Asamblea Nacional Constituyente entre 1933 y 1934. Las fuentes de investigación fueron los Annaes da Assembléa Nacional Constituinte, publicados por la Prensa Nacional de Brasil. Se trata de entender cómo la eugenesia influyó en los discursos sobre la educación, la salud pública, la inmigración y el matrimonio.Entre o final do século XIX e as primeiras décadas do século XX, intelectuais brasileiros identificaram-se com discursos médico-antropológicos que, aparentemente, apresentavam caminhos para o desenvolvimento do país por meio de projetos de engenharia social regeneradores e modernizantes. Dentre esses paradigmas, a eugenia, teoria forjada por Francis Galton, angariou seguidores de diversas áreas, alguns com papéis políticos de destaque. Neste artigo analisa-se a difusão do ideário eugênico em debates travados no contexto do poder legislativo, durante a Assembleia Nacional Constituinte, entre 1933 e 1934. As fontes de pesquisa foram os Annaes da Assembléa Nacional Constituinte, publicados pela Imprensa Nacional no Brasil.
